governor rendell: [laughter] you never know.te is probably less impactful than any last debate in presidential history since we have been having debates. most have made up their mind. plus, a ton of people have already voted by mail in pennsylvania. it will be hard to affected as much as the old days. den is winning in two ways. margin almost double the that hillary clinton got in the philadelphia suburbs. she carried four suburban counties by a margin of 180. i think biden will carry by 300. secondly, biden is not losing the rural counties by nearly as much as hillary did. 75-25 for donald trump. 1-31 for joe biden. these are relatively small counties. upeach one, biden is picking five, 6%, points better than hillary did. you combine those, and he should win.a fairly significant but it is politics, there is still a couple weeks ago, one debate to go, still a november surprise possible although not likely. you cannot say it is over. the one thing that we are in some here, polls cases are almost too good. we are reminding people

governor ed rendell is here. i really appreciate you joining us.ts currently lead in pennsylvania pre-election votes. we know republicans are more likely to go to the polls on election day. do you think president donald trump could make up that ground? >> he could. there's no way of exactly breaking down who those early voters voted for. we know that donald trump got -- i think the most encouraging sign among voters are those who describe themselves as first-time voters, a large percentage of democrats. >> governor, as close as can you get to the computer for the microphone, i'd appreciate it. it's cutting out just a little bit so i'd appreciate at that. so could it come down to the courts, governor? there are ongoing legal battles between democrats and republicans over state supreme court decisions and now republicans are appealing to the supreme court. do you think the new court with the new justice the president wanted will -- do you think think they would call this fairly? >> yeah, i don't believe that this case is going to go through the court

ed rendell is former pennsylvania governor and friend of joe biden.ailiwick but a couple of quick things there. what do you make of the theme that democrats -- some democrats are saying texas is still in play? >> i think it is. i mean, if you look at the early voting numbers, republicans are slightly ahead of democrats but when you put independents into the mix it is pretty even. so i think the democratic turnout in houston has been just amazing. absolutely amazing. so texas is up for grabs. and we are paying in texas and on tv in texas. we never were in the past. that's a nod toward joe biden's popularity in the nation and two, the fact that each cycle texas changes demographically and that changes. so i think texas is in play. but we realize -- it's definitely in play. >> trace: we saw the numbers on the screen. 4 1/2 plus million votes already cast in texas. i want to put the numbers on and move on. the real clear politics polling average the president is up pretty significantly by about 4 -- more than 4 points there. is that discouraging at all qu
