cristina rendon is live with details. reporter: this was a regularly board of supervisors meeting and they did not spend much time on this item agenda but they did approve to send the final response to a grand jury report that came out in july. it was entitled to the open. opportunities for more timely and transparent investigations. san francisco report officer- involved shootings. there is money to be allocated for 14 positions in the district attorney's office to help expedite the officer- involved shootings. the officer involved investigations are taking too long and the public has very little information about how they are investigated. it is separate from a department of justice report released in october but as you may recall in may, a former police chief greg suhr resigned with incidents with people of color. there's an open position and there has been for months. the police commission will be meeting in a special meeting to discuss the candidates for this position. they do say that they will be taking public comm

cristina rendon joins us with the details after speaking with relatives. cristina. >> the family is in shock and describe the man as a loving father. police say that father and two of his children were the only ones inside the church last night. the church stays open for anyone that wishes to worship and they say they believe this man walked across the street through a parking lot that is in front of us asking for help. take a look. 42 year-old mendoza are hillsburg and facing a murder charge. around 8:30 they heard a a man yelling for help. they say the man had his 9-year- old son with him that was partially closed. after interviewing the 9-year- old they believe that the girl was intentionally drowned inside the church in the baptismal pool and officers were shocked. >> unusual. our last murder in hillsburg in december of 2008. we are a low crime rate and safe commune and something like this is unusual.
