so to break it down what it means we are joined by renee marsh in washington this morning. and we are a few hours removed from the senate passing the agreement. >> reporter: that's right. this happened in the wee hours of the morning. that vote happened around 2:00 in the morning. but it was a long night but when we saw vice president joe biden make his way to capitol hill, that's when many of the observers knew that the negotiators had really struck a deal and we were moving forward here. of course vice president joe biden as well as senate republican leader mitch mcconnell were key in negotiating this deal. they are being referred to as the closeers here. so this all happened last night. joe biden met with fellow democrats and briefed them on where they were as far as the compromise. legislation was then drawn up and the senate met arounded 2 -- did around the 2:00 hour and cast the votes and that's where we are today. now, we are not out of the woods yet because the house still need to vote on this measure. and they will not return to capitol hill until noon so we don't
