energy is one opportunity that would help the renewable energy space.ht now all ratepayers pay into -- for example the state fund that goes towards the solar incentive but across the state only a quarter of houses can take advantage of on their roof and we're looking to expand that to others so there are fixes under the rent control rules. there is a list of passthroughs that haven't been adopted by the board of supervisors that we would like to see clarification on the rules and for the tenants and expanding metering and enable customers in multi-families or tenant buildings credited for the portion from the roof top system -- this has been recently expanding but doing it more so at the state regulation level so more customers can take advantage and supporting renewable energy legislation and we have been pushing for this at the state level and invest in a system not located on their house or multi-property or in the community or the state even and own a portion of that state and get the generation of the system to their own utility bill like they woul

energy qu sources. * meet currently the city-wide profile is 41% renewable. the department will draw upon recommendations contained in a recently completed mayor's renewable energy task force report. among the supported programs will be initiatives to expand in city renewables, primarily solar systems, advance regulatory changes to accelerate implementation of renewable projects, encourage community-based systems, and promote energy efficiency in san francisco. other strategies we will use include stakeholder consultations, working in partnership with pg&e and sfpuc to implement new programs that would ease access to renewables, push some state advocacy efforts, development of new renewable energy financing mechanisms for customers in san francisco, and a continue our education and outreach. these efforts are vital for san francisco to continue to achieve its climate and sustainability goals. i thank you for your consideration and i'm happy, along with my colleague adam stern to address any questions the committee may have. >> thank you. and just to clarify,

>> this is a renewable project, we are funding through our small renewable item approved by the commission. our cost for this first initiative was a little over $11,000. most of that goes to dpw for installation. the equipment and supplies themselves were all donated by so-lon, and then we had a little bit of management staff time here at the puc to bring it to $11,000 total. >> thank you. >> other comments. >> with respect to the installation, is this an installation agreement or some record between the public utility commission and the department of public works? >> yes, typically we have a work order. they provide with scope and cost, and we have a work order agreement with them, and that's documented within that process. >> so you issue a work order. and then they determine what the scope of work is? >> we tell them what our needs are, and then they provide us with a scope and cost. and then we say, okay, if we are comfortable with that assessment of the cost and the scope covers the work we identified that we needed. then we work order the funds to dpw. it comes to us like a bid from

we will get into in some detail and then we are recommending a change in strategies in terms of renewable credits and cost rex that you are currently using otherwise the changes that we are recommending do not change the program it would involve internal modification within the program in terms of agency in terms of how you allocate resource and planning budgeting and staffing. we have leek looking at 78 that you saw customer enrollment target and the 20 megawatt target that is the lower ranges of the current range that you have currently and it involves 1800 watts of hetch hetchy problem and it would dilute the price premiums for phase one and set in place a program that is consistent with the build out goals of the program. as far as the more specific recommenddationings we are clear that the leading question box in the she'll agreement is in consistent with the bonds with the subsequent to phases that profession makes it difficult if not impossible to issue bonds in that agreement and so subsequent agreement should takes place without that leading question block in place and then under

- well, i have to be careful how i say this i guess, but i guess the goal the city is reach 100% renewable electric supply within 10 years so we have these -- i think very lofty values in a good place so i want to make sure when we're approaching and informing customers about the incomes in rates that. >> >> increases in rates that it balances with some information about the value of trying to reach these goals that the city has put forward which have to do with makes sure that we get to 100% renewable electricity supply within 10 years, so i think how people are informed is pretty critical. >> yes, yes. and that's largely why we're making the presentation today is to talk through what the different methods are. >> yes. >> we don't get to the level of detail of actual scripts but we do have examples of the questions we will be asking and the information we will be providing, and this bill premium chart is a good example of just the level of detail we can provide customer when is we talk with them because we will know what tier they're in and can say what your typical bill is like today and

all the main -- renewables like wind and solar.all the main political parties agree, but there are challenges. >> tens of billions of euros will have to be built -- spent on new power plants and grids. >> renewables 1/account 14 of energy -- renewables account for about 1/4 of energy production. the process could take decades. the economics minister and the environment minister are overseeing the transition away from nuclear power. >> we are determined as a government, coalition, and society to work together with the business sector to achieve this energy revolution. >> one key to its success is building new networks. in may of 2012, chancellor kohl visited the grid operator -- chancellor merkel visited the grid operator. >> what is important is that we combine the expansion of renewable energy, transmission through the network, the security of power supplies, while maintaining the goal of affordability. >> most of the wind power is generated in the north. more and more wind farms are offshore. the energy has to be transported sout

product that is greening up their portfolio to using renewable energy credits, so they have placed a proposal before the california puc for -- their agreement. parties are engaged in asking questions, testimony has been filed. the cupuc had scheduled hearings in december for the proposal, but those hearings on hold in order to allow parties to talk further and potentially arrive at a settlement. there really isn't active settlement discussion under way right now. we expect that may happen in january, and if you play out that process we think that maybe july or august of 2013 we will know what shape the program that pg&e has proposed has been authorized by the cupuc. pg&e would then as i understand it from their filings need to go through a solicitation process to hire a third party contractor to perform the program implementation and we're thinking it would probably be a tariffed and ready program by maybe around february of 2014. that's all very tentative at this point because as i say it sorts of makes assumptions how that process is going to go with the cupuc, but at this point th

with the current business registration amount and so, for the on-line renewals we will automaticallyapture that dollar but any checks that are mailed in may not. they may or may not see the new dollar requirement. and so, they have kind of made an internal determination that depending on the degree we may or may not be able to company tur that dollar. with this new program, and i am really appreciative because i think as you have heard from small businesses, small businesses were the ones that really made this recommendation to the state to put it into a law. >> next, i have provided for you what i think is a really good summation of sb 1186 for you to take a look at. a few things that i want to highlight that are small business related is that on page 3 and this is the title is lexology and it is from a particular individual who has done a lawyer who has done the summation of the bill. so, there are two ways in which there is going to be some reduction of statutory damages and the first one is if a qualified defend ant who has received a notice does remediation within 60 days, then

[applause] to renew america, we must meet challenges abroad as well as at home. there is no longer a clear division between

our personal view is renewables are critically important. everything you will hear me say does actually fit in more or less an all or the above energy strategy because we think that's what we need. our prediction, if things go very, very well is that renewables could supply somewhere on the order of 30% of the world's energy demand by the middle of this century. that would be growth we haven't seen anywhere in the world in any source of energy before now. but if we do it the right way, that's possible. i'll stop there. [applause] >> just a quick follow-up on that because the 30%, it may sound like a small sum, but it's an enormous growth rate from a very low base now would be and absolutely in a growing energy environment. which renewables in particular do you see having that sort of potential? is it wind, solar, wave, geothermal? >> the kind of numbers i'm talking about, you double energy demand in the world and supply 30% of it from renewables from say 1% or 2%. >> where will it come from? >> certainly wind is part of that, maybe solar --
