and the house passed the act in march with that language in it. every single republicane voted against it. when the bill got to the senate, senate republicans blocked it. the vote was along party lines, 50/50. democrats were ten votes short of the votes needed to overcome a republican filibuster, so it failed. now a group of senators, all democrats, amy klobuchar, jeff merkley and others, they say they're working on another version that will be a slim down, narrower version of its former self. joe manchin in particular says that he is absolutely convinced he will get republicans to vote for it, even though they have shown no interest. whatever that legislation is, it is teed up to be job one for the united states senate went back in session. but they're not coming back until mid september, which feels like a long way away, given the rush right now in republican led states, especially texas, right now, as we speak to rollback voting rights and sees parties in control of election administration as fast as they can, everywhere they can. and this fight, or this hope for a fi

senate republicans rammed through their restrictions anyway, but the bill is now stalled in the texas househo's have denied republicans the quorum needed to pass it for a third time. the texas house democrats are facing arrest for their continued refusal to return to the chamber. the house sergeant at arms has been going door to door issuing civil arrest warrants. today house speaker dade phalen's spokesperson told nbc news that the sergeant at arms deputized members of texas law enforcement to assist in rounding up the texas democrats and bring them to the chamber. more than 40 of the texas democrats have tried to fight those arrest warrants in court and now the naacp is calling on the justice department to investigate whether these warrants violate the civil rights of the texas democrats. joining us now, derek johnson, the president and the ceo of the naacp. derek, good to see you again. thank you for being with us. let's talk about this philosophically. the idea that these texas democrats are holding up this vote. they have left, in some cases left the state, in order to stop something t

and then i ran into liz cheney, chair of the house republican conference at the time. and we are sort of evacuated in close proximity to each other as part of the entire group. the sergeant at arm's was the first person to talk to us, didn't have a lot of information, but presented some of the circumstances as they understood it in terms of what was happening at the capitol. initially, when members were arriving, and members who were arriving were on the floor and subsequently those in the gallery and also members who were coming from their capitol offices were arriving. there was a lot of uncertainty as to what exactly the situation was. the gas masks were humming and buzzing, which i guess is what happens when you open it -- when you open the packet. so there was that noise that was taking place. a lot of members were fielding calls from their family members and loved ones, reaching out to folks, also checking on staff to see what was happening. in that safe location, it also became clear immediately to liz cheney and myself that we were the highest ranking members o

but what the leaders agree to do is that there will be a ballot which every republican on the house floor, whichever republican gets the most vote, on the second ballot, the republicans will all vote for him. so roe comes in, gets the most votes. it's not a majority. however, on the very next move, the fellow who came in second, andly -- actually the son of one of the printers who we saw a few decades ago, b enough people who had voted for blair changed their votes so that grove gets a majority. and that kind of knocks the legs out under multiballot affairs. so from that time forward, the question becomes after the civil war whether the caucuses will hold on the floor. the first real test becomes in -- oh, by the way, i should mention it's 1865 when the first time both the democratic and the republican caucus both come to the floor and make a nomination. maybe the modern era from 1865. 1876 is the first congress when the democrats regain control of the house after the civil war. there's a question about whether the democrats are going to do what the republicans did, which is to resolve th
