senate republicans did pass with democrats a bill along a bipartisan basis that would have averted the shutdown and house republicans were still in control of the lower chamber who passed a separate piece of administration that allocated money along the border wall and skipped town jamming the senate and precipitating the shutdown. now democrats are in control of the house and with senate republicans also having no appetite for another shutdown, there might be more room for consens consensus. but there are these two sticking points over funding for a physical barrier, as well as this potential cap toward detention centers and personnel. so if they don't resolve those issues, the question is, what happens next? is there a shutdown? another short-term stop-gap measure? that's something the white house and republicans are saying they'd oppose. in the middle of all this does the president exacerbate tensions by declaring a national emergency? there are lots of questions as we get closer to the deadline. >> the president near the border is not where he's signaled compromise before. >> that's true. >> pa
