it is not back to the west. 66 in leesburg. 69 in dulles. 69 in reston. 73 in camp springs. 77 in hunting calvert county seeing the sunshine. same deal goes for anne arundel county. most of that county seeing the sun. here's where we're seeing rain right around the district through the northwest portion of d.c. around chevy chase over toward bethesda up rockville pike up toward rockville and then down the beltway toward tysons corner and then right out route 7 back toward reston seeing those showers. falls church, alexandria, annandale all seeing some light rain. as we look toward the wider picture look at how the rain is moving in. from the east this is a flow right off the ocean and then once it hits the mountains that's when we start to see those showers move in. so you can see behind the mountains really not a lot going on here. this is what happens here. we have those mountains just off to the west. we get that flow right off of the ocean. that picks up the moisture. allows it to wring itself out so to speak. that is why we're dealing with the drizzle and lighter rain with the flow c

that portion of the silver line will extend from reston to loudoun county. bids for the project need to go out soon but as derrick ward reports there is a big debate over who will actually work on it. >> reporter: phase one is well under way but phase two that would take the silver line to dulles airport and beyond has hit a snag, one that has become largely political. the whole thrust behind the rail extension was to get to dulles airport. the key sticking point in the important project has been labor a provision that will provide incentives for contractors using union workers of pla. >> if the pla is not structured, just exactly the way it was in phase one, from a timing perspective, it will kill the project in loudoun county. >> we don't want to see the silver line extended from falls church just to reston. we want to be able to get to the airport. >> they printed a policy with a preference for union labor that gives them a 10% preference in the bidding process and ultimately that will jack up the cost of the project which means people will pay higher tol
