then the project went on hold again and in 2014 reuben rose approached the city to bring up the rest of the document and seek their final execution. we involved counselor freelander, who pick a very convenient time to review the documents from 15 years ago. identify what the requirements were on both parties? we have been working for several months with the developers to finalize those documents for eventual execution. during that time over 15 years a lot has changed in park policy and we as department have raised with the developers and working collaboratively with them to meet ways to meet our interests around three specific issues. those issues include park hours. currently the agreements that were approved, but not executed by the commission and planning commission and board of supervisors set forth hours of sunrise to sunset. st. mary's square hours are governed by the park ordinance adopted by the board last year to set hours for the park. and then also the park design itself, which approved in concept level in 2008, but since then the committee for better parks and recreation

it's the same couple, reuben pannel and eliza henderson, it gives her maiden name. basically what the bureau was doing, was legalizing the marriages of formerly enslaved persons. under slavery, there was no legal recognition of their marriages. within the records, you can find individuals that considered themselves married for 50 years or 60 years, people with grandchildren or so forth, but all of them are going to the freedman's bureau to get marriages legally recognized for the first time and get official certificates. within slavery, they could be sold away from each other. a person could be sold away from their spouse or their children. there was no legal recognition of family bond. that is something that is common in the records that we have. just another variation of the names, this is a census record which is another commonly used federal record and we have at the national archives for genealogical research, just confirming that the family is in washington, d.c.. but also showing when you do research on federal records do , not view the records in isolation.
