this gets to be rfp question. there was some discussion about it, including a requirement in the rfp being prepared by the treasurer and tax collector's office for banking services and whether or not the city could make a requirement or provide extra points in scoring bidders if they're providing a higher level of investment for the local community. and there is some concern, and the city attorney has expressed an opinion on that it may not be allowed under state law. however, our conclusion, after talking to the city attorney, if it is a voluntary activity that the banks are asking simply to present that information, it is not a requirement for operating in the city or having some of the banking business. it might be a legally different interpretation, therefore could be something the cities would ask for. that is an issue that would have to be resolved with the city attorney. supervisor avalos: ask for an rfp? >> right, something that is not a determining factor of what they have to do, that can possibly be a wa

i like to speak on the rfp. it is a great idea to have all the stakeholders involved in that rfp, but i would really like legislation passed that anything that comes out of that rfp comes to this body, and it is decided by this party with transparency that not one small group of people designed. because we have to get out of these predatory banks. whatever comes out of this, bank of america has done criminal actions to the public, especially in san francisco. we cannot keep funding their projects, at their little projects on coal, their projects on it for closure of families. because each and every one of those 12,000 for closures impacted an entire family. and it will impact that family on many levels. the spiral of mental illness, the spiral of suicide, all of those things happen when people are desperate. and bank of america and the the two banks have been very unresponsive to the families that are involved on a daily basis. so everything we can do in san francisco on those three banks, i am in great supporti

we will be specifying an rfp here in san francisco. these are essentially portable and modular, so they can be expanded or moved across the street. two guys pull up with a small boom truck, dropped in on site, and it does not require any external power hookup. as i mentioned, there is the kiosk and a map panel. this slide shows an example of the golden gate park in 2009. that is when the station is being lifted off of a truck from one of the industry leaders, coming to demonstrate this from montreal. it is being dropped into place. the bottom slide on the left -- as i mentioned, you can drop them off anywhere within the system. they do not all magically end of where you need them to be, so what the vendor does is rebalance the bicycles. bicycle need to be rebalance to get optimum distribution throughout the system. part of the system is also a back end website, call center. that is where the dispatcher is, mainframe computer, which talks wirelessly to the individual stations. operators of the system know where the bikes are at all time

as you well know, we have gone through several rfp's and have had challenge is finding a single supplier willing to take on those risks. we have learned a lot about the program as we moved forward. and we had the expectations that things might change. a couple of the things i would like to highlight here from this slide, one being that the regulatory landscape continues to change. as was touched on by the previous speaker, ms. marshall, there has been the change from pg&e's rate structure from a tiered generation rate to one where rates remain constant regardless of customer usage on the residential side. that caused us to rethink some of the ways that we actually do rate design. as part of that, we have done some extensive market research on the residential side to really understand the expected participation rates at various price points. very detailed to -- a very detailed questions to customers about their attitude towards renewable and how much per month customers would be willing to pay to have more renewals in their home. so this chart here on a slide five describes, in a summary
