supervisor avalos: who would respond to the rfp? how many financial institutions are out there that would typically respond to the rfp for doing services here? >> i would not want to offer too much of a guess around that. as i mentioned, the city posset banking business is actually quite complex. there are literally millions of transactions and often different transaction types that we are handling. so the volume is huge and the complexity of the different types are are still quite large. what we are looking at, working on with our outside consultants, from examples we see in other similar sized organizations, both government and corporations, because they have many of the same challenges and do the same work we are engaged in and looking at here, is i think there are different ways to look and maybe carving up our business. maybe parcelling some of that out to one institution compared to another. when we offer our responding financial institutions and opportunity to not only discuss how they might be able to discuss all of the vari

the city treasurer is in the process of putting out another rfp for begging services for the city and county of san francisco. this is an opportunity to see how we can use the time to leverage this rfp process to get greater social responsibility and support for our local economy and banking institutions. he will be talking about that when he comes to the podium later on. i thought i would start with our treasurer who can give us an overview. he has some activity later on this morning, so he should go first. then we will hear from the legislative analyst about the report that they had done for my office. then we will get into public comment. mr. cisneros, come forward, please. >> good morning, supervisors. i am pleased to be here to talk about the city's banking business, how we transact that business and the process we are about to undergo to review how we manage the city's banking business. i want to spend a minute talking about different types of activities we undertake in managing the city's money, as it comes in, and as we hold it and keep it safe. the first thing i would like to

this gets to be rfp question. there was some discussion about it, including a requirement in the rfp being prepared by the treasurer and tax collector's office for banking services and whether or not the city could make a requirement or provide extra points in scoring bidders if they're providing a higher level of investment for the local community. and there is some concern, and the city attorney has expressed an opinion on that it may not be allowed under state law. however, our conclusion, after talking to the city attorney, if it is a voluntary activity that the banks are asking simply to present that information, it is not a requirement for operating in the city or having some of the banking business. it might be a legally different interpretation, therefore could be something the cities would ask for. that is an issue that would have to be resolved with the city attorney. supervisor avalos: ask for an rfp? >> right, something that is not a determining factor of what they have to do, that can possibly be a wa

i like to speak on the rfp. it is a great idea to have all the stakeholders involved in that rfp, but i would really like legislation passed that anything that comes out of that rfp comes to this body, and it is decided by this party with transparency that not one small group of people designed. because we have to get out of these predatory banks. whatever comes out of this, bank of america has done criminal actions to the public, especially in san francisco. we cannot keep funding their projects, at their little projects on coal, their projects on it for closure of families. because each and every one of those 12,000 for closures impacted an entire family. and it will impact that family on many levels. the spiral of mental illness, the spiral of suicide, all of those things happen when people are desperate. and bank of america and the the two banks have been very unresponsive to the families that are involved on a daily basis. so everything we can do in san francisco on those three banks, i am in great supporti

that is the opportunity we have this -- with this rfp. i think the timing is opportune for us because we have the opportunity to bring the public, city departments, and any other interested parties, so we can get the best outcome. supervisor avalos: you mentioned bank of america is the predominant bank that we do transactions with. he said all that money is swept every day into a concentration account. where is that concentration account? what institution is that with? >> my guess would be bank of america, our primary bank. i would have to see. but that would be something that we could consider changing as part of the rfp process. that would be reviewed by our portfolio management team, and they look at the funds to decide what length of time they may stay in the fund or get moved into a more profitable and perhaps even safer investment, like u.s. treasurys, or something like that, depending on the cash flow of the city. receiving some sort of an interest-rate versus what we have. supervisor avalos: versus what we have now? >> all interes

we will be specifying an rfp here in san francisco. these are essentially portable and modular, so they can be expanded or moved across the street. two guys pull up with a small boom truck, dropped in on site, and it does not require any external power hookup. as i mentioned, there is the kiosk and a map panel. this slide shows an example of the golden gate park in 2009. that is when the station is being lifted off of a truck from one of the industry leaders, coming to demonstrate this from montreal. it is being dropped into place. the bottom slide on the left -- as i mentioned, you can drop them off anywhere within the system. they do not all magically end of where you need them to be, so what the vendor does is rebalance the bicycles. bicycle need to be rebalance to get optimum distribution throughout the system. part of the system is also a back end website, call center. that is where the dispatcher is, mainframe computer, which talks wirelessly to the individual stations. operators of the system know where the bikes are at all time

, you've got to prepare the rfp, you've got to send it out, which takes months for people to respond,e on the rfp, then you've got people that can contest it. >> but you need the bill. governor dr. >> sure you need the bill. that argument makes no sense. first of all, you can speed up the process. we did it in pennsylvania, number one. number two, rick forget of the original stimulus, there were $350 billion of tax cuts. so if tax cuts were the answer, the republicans would have loved the first stimulus and it should have worked even better than it did, because that was 40% tax cuts. look, the bottom line is, if our pennsylvania experience and every experience sis $1 billion on infrastructure, 25,000 jobs, we would have been producing nearly 2 million new jobs. >> you have the last word. >> first of all, in terms of historical context, we've had ten recessions since world war ii. this has been the most anemic recovery of all ten. if we had been growing about the average rate of the last ten, we would have had about 12 million more jobs than we have right now. number two, as republican

rfp's allow individual vendors to deliver individual purpose -- services.rently, bay view y, the coalition on aids, those are some of the vendors that do the work. things like walking clubs, acupuncture, cooking classes, and healthy eating. the third project today, community gardens. the task force held their community meeting in march. it was about people interested in being self-sufficient. the housing authority resident in particular spoke about the british housing development in charge of future development. there is already quite a bit of investment going on to build a small community garden. they have already established a project where people can have a mineral sized miniature garden at their front door, promoting more neighbor engagement and growing fresh food at your front door. that program is available for soil testing. something that we routinely do. bridging housing, working with public works and community parks, the park trust, to have been mou housing authority -- have an mou housing authority project. eventually other participants could part

discussing this project for six years, and maybe longer, but i would remind commissioners that the rfp that went out actually included the discussion of how it was going to be implemented, and those are things that have led to this. every conversation we have had on this project informed us it was going to take a two-year project to years once we chose a vendor. i am a little bit confused as to why there is consternation on the part of my fellow commissioners, but the amount of data, the amount of interface, the amount of -- lack of coordinated effort between planning and building at this point really complicates this process. we also have old data that needs to be transferred into the new system. i think that putting pressure on this, understanding that the public is going to be better served once we have this in place is a good thing, but i think impatience could lead to mistakes in the system that we are investing a lot of money in, and i think the ultimate goal is to have a great system that provides good public service, transparent information, and secure information. i think that

as you well know, we have gone through several rfp's and have had challenge is finding a single supplier willing to take on those risks. we have learned a lot about the program as we moved forward. and we had the expectations that things might change. a couple of the things i would like to highlight here from this slide, one being that the regulatory landscape continues to change. as was touched on by the previous speaker, ms. marshall, there has been the change from pg&e's rate structure from a tiered generation rate to one where rates remain constant regardless of customer usage on the residential side. that caused us to rethink some of the ways that we actually do rate design. as part of that, we have done some extensive market research on the residential side to really understand the expected participation rates at various price points. very detailed to -- a very detailed questions to customers about their attitude towards renewable and how much per month customers would be willing to pay to have more renewals in their home. so this chart here on a slide five describes, in a summary

we will be releasing an rfp, which is really exciting, because we want to keep people engaged. we have to push for more. need to pass another affordable housing bond. it has come up two more times, and i hope we have the political will to support that again. >> what are your ideas about dealing with the issue of homelessness? supervisor kim: homelessness is a tough issue. we have amazing organizations that run incredible centers and services, and also supports the board of housing for the formerly homeless. not just providing housing, but safe housing and services -- whether it is job training for drug rehab or mental health. there are two categories of homelessness. this is on the end of been able to afford to live in san francisco. that live paycheck to paycheck. when they do not get that next paycheck, they could be homeless the next week on that level, we need to continue to support economic development, support job creation, small businesses, the act would create 60% to 70% of the jobs in san francisco. we need to push legislation white -- like local hire, which is supervi

we are asked often to write proposals and response to rfp's and we have to be very detailed and the rowbout the information that gets in there. we have to tell you what the cost is and forecast a lot. we do not necessarily always have the information, and we try and wrestle with the department heads and foundations in terms of not necessarily always having the information that is needed. i think we expect the same thing, particularly in terms of big projects like the america's cup. we should have some forecast of what will be available on the construction and in some type of forecast on what will be available for the events, because of this was prior to today, have you all asked for the america's cup to come into san francisco, there was projections in numbers provided. we need to see some of i think we are opposed to the opportunity to understand what is coming. not a lot of detailed. ? -- i think we are owed the opportunity. supervisor avalos: thank you. next person. >> thank you, supervisor, for having this hearing. it will be here before we know it. i also want to thank the man from
