we did do an rfp. we went out to the entire banking community. um, i failed to mention that the city has contractual relations with some of the largest banks through our competitive process, we have contracts with bank of america, jp morgan, citibank, and us bank, and we also spoke obviously through rfp process, through many, many, many other banks. so we went back to that entire community plus more and said, here's this concept, this thing called sf loan, sf lens, come forward, give us your best. first, we're going to rank it. we're going to score it, and we're going to determine who's in and who's out. and what we'll do is really broker for you. we're not going to tell you what to do. we're not going to tell anybody what to do, but we're going to really broker it. we said no to some institutions. we said yes to some institutions. we established mous with them. and what you see online and what we'll talk about with my colleagues next is who we chose, what the products are and the next steps and what supports that we have available all to institu

response to the industrial manufacturing capacities, the administration has put out and released yesterday rfpcreasing the manufacturing capacity in the united states so that's the early stages for the welcome development of potentially supporting and increasing the bio manufacturing capacity. an area again we don't have the good aggregates but we know anecdotally there is support for the manufacturing facilities on the industrial side and they have a long history of fermentation. there is large public companies using these novel engineering techniques and fermentation which is f an old manufacturing science. so with all that in play there's the potential to have an advantage over hours. right now facing difficult decisions between financing their own. they released a funding program yesterday which we at the commission advocated for and are in support of increasing. >> a question for you on page your testimony. you refer to venture capital firms having to really save nearly 240 billion. is that within the chinese market or does that include foreign venture capital? understanding there's the o

um, that's something we can absolutely look at in the rfp reform. 2.0. we like to call it, but there is currently the ability for businesses to purchase. um, i believe it's up to one for their business and three, uh, associated. so for, for passes for the businesses currently to, to park in ppe areas, if there's an rvp area adjacent to their business and they're eligible for those. so and ted, if i may if i may clarify that this is specific to the commercial loading i believe on the on the commercial streets. right. uh that are restricted to vehicles with commercial plates, but so many small businesses, uh, the owners of that business take care of their own deliveries and their private vehicles. and so coming up, potentially with a permit system, um, that would give access to those commercial loading spaces for business owners who use private vehicles for their loading purposes. absolutely. something we could look at. yeah, really appreciate that because i think that will ended up becoming like a eventually it's an equity issue because right now, if you

and the rfp which went out to proposal which is how fun is disbursed and organizations apply for it, had a limit of 1100 subsidy cap for rental assistance, which we don't think, we didn't think was at quad, we were thinking up to 3000. and the case management ratio is one case manager for 60 families which in the way that when you're serving families, you're serving the needs of the kids so that's 1 to 180 not that 60 was bad enough. and one case manager to find housing for 60 families which is not the standard at all and what, what best practices or at least in san francisco, you know, 1 to 20 they're trying to move to 1 to 15 case management ratio and in the program they've been successful finding housing for folks. it looks similar 1 to 20 and 1 to 25 ratio. so we're really really concerned about that. we're not voting on that today but i'm making these comments because we're hopeful that when this money goes out, it goes out in the way that we're intending. a lot of thoughtfulness went into this and a lot of--same with the family proposal, you know, we got a lot of input from peo

also, i mentioned previously that tida issued a rfp for unarmed security patrol of buildings. there were three proposals received that were found to meet minimum qualifyications, those have been evaluated and oral interviews expected to occur late january, early february. on the housing front, we anticipate having a number of activities coming up. i'll go into more detail in the regular agenda, we've--the first building to provide replacement housing for home rise residents has been approved for pre-development funding and we are planning a couple events for home rise residents to meet the design and development team for that and to learn more about that upcoming development. we'll also be planning open house events for catholic charities residents and individuals residents in anticipation of the completion of star view court and the relocation of roughly a hundred households into that building. we also are coordinating meetings between the housing authority and residents who in market rate housing who have section 8 vouchers to insure that they're vouchers are appropriately s

each project is different, but we have been dealing with not getting enough bids for different rfi or rfp we put out and that is challenge because you don't know if you are picking the right person or best-of course you are picking the right person, but the best bid because if you have only one, it is hard to compare to other options. it is good to figure how we can improve that situation if that means that we have to rethink budget, if that means we have to rethink other technical requirements. obviously we want to make sure everything is done right and the quality, but we also had conversations about some of these technical requirements also depending on time can impact our own recruitment internally as well, so maybe have a broader strategy around that. we do need to be able to get more then just one bidder for these projects. some are more specialized i understand, but this isn't just a lone case. there are other projects we have often and don't get that many bidders. and cost goes up. >> thank you commissioners and thank you steven and katie. commissioners, anything else on the conse

you know, how the state would allow us to count is very much a question that the city did issue an rfpfi request for information from interested property owners and project sponsors who are interested in converting office buildings. now that the legislation has passed to see what the city could additionally do to help them along. and there was a pretty small pool of interested parties , i think about eight or 8 or 10, maybe totaling about 1000 units, of which maybe only a couple projects or maybe real. within that, we've had one conversion. i think the two, the warfield building and one other small building. so it's not a huge number that we would expect to be able to count. we will ultimately be when we submit to the state our rezoning plans will probably count some small amount in there, but it's not going to materially change the magnitude of our 36,000 pod gap. um, okay. just based on the evidence that we'd be able to substantiate it, what can we do in terms of protecting historic resources from demolition? can we rezone around them as suggested or or can we, uh, and are we in the
