this is below the 60% mandated by the rhna process. the 11,000 units represent an achievement of just under 60% of production targets to date. this slide shows the breakdown of targets by affordability. 36% of the affordable housing targets were achieved. this can be a bit confusing. when i mentioned that 37% of the production was affordable, but actually, only 36% of the targets have been achieved. clearly, the city has trailed dramatically in terms of meeting targets for low and moderate income housing. we are doing slightly better with the units affordable to very low-income households, and we are also just keeping pace with the market rate units, 90% of the target. this is new to the overall, very low production count in 2011. so how are we going to meet the 64% shortfall? there are about 49,000 units in the pipeline. about 3500 are under construction. over 3/4 of the pipeline have just been in title. this includes the very large development projects in treasure island, hunters point and park merced with about 20,000 units total. t

rhna focuses on the future housing needs. it is important to also focus on the existing needs. i will be talking about other measures of housing needs in san francisco. we will consider the context in which we devote our affordable housing resources. it is not only to meet the needs of people coming into the city for new employment or for new household formation, but also to meet the needs of the existing population. a couple of ways we generally think about housing need in terms of the consolidated plan, housing element, and other affordable housing documents, one is households paying so much for housing that they cannot afford other things. that is called cost burden. the other is also the living in overcrowded conditions and households living in substandard housing. we do not have great data on the overcrowded conditions or substandard housing. it is more common for us to look at overpayment on housing needs. that is what i will look at next. hud considers any household pay more than 50% of their income to be severely cost burden. he might have heard people mention pay more

again, this is the housing inventory that provides the basis for the annual rhna reporting is required by the state. we realize, too, that these publications can be better summarized to provide the commission with concise information that will be meaningful in terms of how the numbers fit within the rhna allocation targets. in fact, we submitted a quarterly report to the commission sometime in august last year. unfortunately, due to the untimely death of a staff member, we were not able to resume this practice. we expect to submit the quarterly summary for the first quarter of 2012 next month. this report is in the same vein of the dashboard reported currently called for in the legislation. the planning department is also working on incorporating this report, this table, and project reports that would be submitted for commission review, and commissioners should expect to see this addition shortly. this concludes my presentation, and i am available to respond to commissioner questions. thank you. commissioner wu: commissioners, i think we will take public comment on this item first. is
