imminent landfall is expected in rhode island. you're looking at a live picture from newport. 40 million people are in the storm's path. tropical storm warnings in effect from long island to cape cod. chris. >> fred, thank you very much. i'll tell you more about what's happening. the story in new york is a light story. we have one part of the storm cell is stalling over new york city right now. that increases the chance of flooding. we mow the story from last night, a lot of rainfall in areas that weren't expecting it, three, four, five, six inches. the main area for us will be in about an hour. that's when henri will make landfall. about 100,000 people without power, only 2,000 in new york. the bulk in rhode island as fred was referring to. about 65, 66,000. that's going to increase. connecticut, about 12, 15,000, that's going to likely increase. we'll be watching that. to start with where the storm is right now, let's go to derek van dam in newport where the landfall is imminent. derek, can you hear me? what's the situation? >> c

landfall has been made in westerly, rhode island.e reporting more than 700 outages across the state. they say 50% to 70% of customers could lose power. and that it could last anywhere from eight days to three go ri, connecticut mayor. those are terrible numbers as i welcome you. i hope you're staying dry, sir. you have been urging people in low lying areas to evacuate. how is that going? if they haven't left at this point, should people head out now? >> overall it's going well. thankfully the storm went to the east of where we are expecting it to land. we're seeing lower winds and expected but we're anticipating a lot of rain in the storm surge combined with that will lead to a lot of flooding. that's why we're asking residents to evacuate in large part because we want to make sure emergency vehicles can get to people if there's a problem. >> losing power for up to three weeks. how is your city handling the prospect of that and can shelters be open? >> on the city side we have seven available. we have a representative who serves our

he's in newport, rhode island. what's the weather like? >> a blustery rhode island, too, brian. we're probably one to two hours away from the closest approach of hurricane henri. every moment or so we get blasted by strong gusts of wind, just verifying what allison talked about with 60-mile-an-hour gusts. we had a report of 69 miles an hour. look at the ripples there just fanning out and a lot of the boats just taking the brunt of this storm in the newport harbor where i'm currently located. you can see them swaying about, and a lot of the captains here, the owners of the ships we were speaking to earlier today, they have had to put extra lines down just to secure their property. we talk about power outages within rhode island specifically, with wind gusts in excess of 60 miles per hour, that saturated soil that allison was talking about. i expect the power outage number to spike quickly because we're already at 20,000, which is the most significant in terms of power outages across the new england coastline. but really, tropical storm conditions verifying here within rhode islan

it's roughly 150 to 175 miles to the south of rhode island right now. approach very quickly, and it's going to spread all these thunderstorms across the region as we go through this morning and on into the afternoon. future radar, we'll begin feeling the outer bands by the time the sun starts to come up this morning. then once we get later on into the morning, the intensity starts to really pick up. and then we're looking at landfall come early afternoon. and i want you to pick up on how a lot of new york and connecticut and massachusetts, they just continue to see rainfall for hours and hours and hours. that means we could see the potential for flooding on this track. so it is expected to make landfall as a strong tropical storm, maybe a category 1 hurricane, somewhere around montauk going into connecticut and rhode island here. it then lingers across the northeast for 24 to 36 hours, it rains itself out. yes, we could see hurricane-force winds along the immediate coasts and then else elsewhere, tropical storm force. but it's not all about the wind. th

jersey and eastern pennsylvania, some other rain bands starting to push in across massachusetts, rhode island, connecticut, long island. this is going to be the case the rest of the day. several inches of have fallen in new jersey. the bands are not moving. this is the stuff we talked about where the areas are going to get inundated with very heavy rain band after rain band after rain band. some of the lighter bands are off to the north. this is newport, the hamptons and eventually towards providence as well as hartford. that's why you have flash flood watches in green and the flash flood warning across areas of new jersey in anticipation of additional rainfall coming in. now, some of these areas, they have already seen plenty of rain. even if it stops new, it isn't. brooklyn, new york, picked up 6 inches of rain, prospect park, new york, central park just about 4.5 inches of rain and those numbers are expected to rise as more of that rain continues to come in as the storm pushes inland. one thing to note, yes, obviously, you are going to get heavy rain on the coast, but inland areas, upstate

henri is hitting parts of the northeast after making land fal in rhode island less than two hours ago. look at the images out of new port, long island. henri is dropping a staggering amount of rain in many parts. winds are beginning to whip up, threatening to down trees and power lines. chris cuomo is on long island. what are you experiencing there? >> reporter: here we are in east hampton. happy to be working for you today. the story here is duration. first, the headline is new york got lucky here. we were worried about another superstorm sandy. the hurricane that was a category one that hit new jersey and bounced in new york. it had so much flood surge that came along with a tidal surge from a moon tide. here we were, again, seeing the track of henri coming and basically the same direction and a moon tide once again in the lunar cycle. that's why there was so much concern. but henri, if it's going to be remembered for something, it will be remembered for being confusing. it's been shifting the track, and as it came close, it bounced east. missed us in any real way. this morning it w

been hit by strong winds and heavy rain as tropical storm henri made landfall in the state of rhode islandhman kalbasi is in long island and can tell us what is happening on the ground. here, what a difference 12 hours makes. it has gone from very heavy winds, massive rain and an ocean that seems to be coming closer and closer with very big waves that keep pounding two blue skies. this tropical storm moved pretty fast, we know that it has made landfall in rhode island. about five or six hours ago. but the worry is that these communities sitting on the ocean had a storm surge and that is not as much any more, it seems like much of long island has been spared, although the worries about flooding continues. there are a number of flash flooding warnings across the state, including neighbouring states in newjersey and connecticut. but oral it seems that at least this part of new york state has been spared, we will have to see about the total damage when the flooding counting comes in from rhode island. thank you very much. we will have more for you on that hurricane in later additions. thanks f

we've seen that in rhode island. our governor did that before the federal initiative. but, the point is, we have many different aspects, we have to make them complementary. so that a young person can decide they want to go directly to college, or they want to years in community college, and they can afford to do both. then we have to make sure that our efforts are leading to real skills that can be used in the workplace. and one of the things i think we've missed over the years is -- we sort of have a supply model when it comes to education. we've always been turning out teachers. we've always been turning out this type of student, etc. i think we all have to be sensitive to what are the jobs of the future? what skills will they require? how can we ensure that all students have a fair chance at good work? and that means, and part of our legislation ties into notches higher education -- not just higher education, but the workplace. the notion of federal participation, we cross that great divide -- crossed that great divide in 1965 when we said we are going to contribute
