he was important to rhode island not just because of his son patrick, but because rhode island pays a lotf attention to massachusetts, and there's a lot of overlap in the constituencies of massachusetts anrhode island, and rhode islanders have long admired senator kennedy when he came on half of candidates, on behalf of his son, on behalf of me, on behalf of others,here was always an atmosphere of celebration around him and aroundhevent that he attended. other speakers have spoken of his ability to rev up a crowd and get people fired up and enthusiastic, and he was really remarkable in that respect. and we never tired of his visits, and rhode island always welcomed him, i think, with real open arms. and he had a special place for rhode island, and in particular he had a special place for somebody who was very dear both to congressman kennedy and to myself, and that is a predecessor of mine here in the united states senate from rhode island, senator claiborne pell. senator pell was a political lend in rhode island, in many ways an improbable candidate. senator kennedy's brother, presid

new tonight, rhode island's governor says he has no choice.e has to lay off 1,000 state workers after a last-minute halt to plans to shut down the state's government. governor don plan to force about 80% of the state's workforce to take unpaid day off tomorrow. it would have been the first of 12 planned one day shut downs over the next year. the judge stopped the shutdown to give rhode island supreme court a chance to hear the case. he says he will now have to fire the employees to balance the state's budget but some union leaders say the threat was just a bluff to get workers to negotiate lower pay. a big controversy tonight involving president obama and america's schools. the president is set to address every single student in our nation's public schools on tuesday. but here is the debate. the white house planned to ask students to work on an assignment following the speech and part of that assignment was to ask students to write a paper on how to help the president. critics have blasted the idea saying it would politicize education. and now

he's been profiled in a lot of places as an up and comer, young guy, yale law, rhodes scholar, brilliant guy. i'm not sure that i understand all the reasons why cory wanted to be mayor of newark. by getting a chance to watch this guy up close, what do you take away -- what was your takeaway from watching him specifically, a young, african-american male, mayor, trying to deal with this crime problem in an overwhelmingly black city? >> well, what's so powerful about him is his moral center about what he's trying to accomplish. he's got a vision for the city. but he has a vision and he's able to inspire people to believe in the vision and empower people. people on the streets, everyone that he comes in contact with to believe that their voice means something. so i was really -- i was so impressed with him because i think he is a model of what a lot of us -- the mantels that a lot of us have to try to take up, and he's willing to spend his life and his time. you'll see in the documentary where he's getting out of cars and, you know, he's talking to china, trying to bring business into the po

rhode island is where it's at. thank you, mr. speaker. yes, to answer the gentlelady's question, obviously with advanced technology and energy efficient vehicles, we're looking at all sorts of modes of transportation. and, of course, in europe, these modes of transportation for the most part are the small motor scooters. and in fact if we're looking to become energy independent and efficient and we're trying to incentivize in this country the production and manufacturing of vehicles that are going to reduce our dependence on foreign oil and promote energy efficiency, we cannot do this and miss a large part of the market that the rest of the world is utilizing in order for themselves to become more energy independent and more energy efficient. and that's why it is important that we actually put this in the language of the bill because otherwise they will not be eligible for the incentives that we make available for four-wheel vehicles. in fact, if the whole idea is to promote all of these kinds of vehicles, we ought to make sure that it sa
