like him, we're all rhode islanders. >> yes, we're all rhode islanders, and we all want what is best for the people of this great state. tonight reminds us that for all our different constituencies, rhode island is a single community. when things go well, we all benefit. when things go wrong, we all suffer, and in the last year, we did see some of both. as i reflect on the past year, and the present state of our state, i think of the famous lines of charles dickens from "a tale of two cities." it was the best of times, it was the worst of times. it was the age of wisdom. it was the age of foolishness. we all know the bad news from last year. the worst of times and the foolishness. the statistics are bad. in this last reporting for unemployment, we in rhode island registered 10.8%, a figure made more numbing by those of connecticut's 8.2%, maine at 7%. massachusetts at 6.8%. and new hampshire and vermont at 5.1%. let me read those again. rhode island at 10.8%. connecticut, 8.2%. maine, 7%. massachusetts 6.8%. new hampshire and vermont, 5.1%. last week, house speaker fox movingly share

many people have said that about rhode island over the years but in any event, once rhode island joined the club as it were, washington was sure to include it on our extensive tour. in newport he went to the synagogue and his response to the congregation's readings remains the classic statement of american pluralism. this is washington. all possess alike, he's speaking of americans, all possess alike liberties of conscience and immunities of citizenship. for happily the government of the united states which gives to bigotry no -- to persecution no assistance, requires only that they who live under its protection should demean themselves as good citizens. there were of course as yet no formally organized opposition party or parties but there was certainly no shortage of anti-federalists whose earlier suspicions of the constitution were confirmed by hamilton seeming disregard for the rights of states and the interest of those farmers whom jefferson called god's chosen people. washington's principles and his political skills were severely tested in the first weeks of 1791. of the hamiltoni

lincoln chafee who is an independent governor of rhode island when he signed rhode island's new voter i.d. law sponsored by democratic legislatures and passed in a state where the democrats control the state four to one in the state legislature said requiring i.d. of the polling place is a reasonable request to ensure the accuracy and integrity of our elections. now, unlike what opponents say, which is that, well, this only can prevent impersonation fraud and that, well, sometimes they'll admit it. they'll say it rarely happens. others like "the new york times" say it doesn't happen. that's incorrect. it can also prevent people from voting on fictitious voter registration names or voting in the names of other individuals like people who are dead and we know because of a pew study last week there's almost two million people deceased still on voteer registration roles. it can prevent double voting by people registered in more than one state. i can give you a good example of that and how i was deterred by a voter id law. frankly, it can prevent illegal aliens from registering and voting.

if you're in areas especially of connecticut into rhode island, that's where we are watching some of of the weather this morn. we had about two inches of snow that has fallen in some portions of connecticut and hudson valley. that's where the roads are the most slippery. that's going to head out and temperatures will warm up in the morning. we'll start to melt some of that. it will change to rain. it's not going to be as warm as yesterday in many areas of the country, including new england. we'll still be mild out there. we could see a period of rain late today. we may have a break around d.c., baltimore and philly as we go throughout the morning. the snowy spot, the snowiest is here in northern illinois, southern portions of wisconsin from milwaukee to rockford to chicago, a band of moderate snow that has to go through. that's also where you'll have a difficult morning commute. as far as the forecast goes today, we're clearing it out, we're dry throughout much of the middle of the country. the eastern half of the country, late today, we could have severe thunderstorms rolling throug
