i'm very pleased that rhonda is able to join us today. [applause] as we look to make programs and services more affordable we need only to look at these achievements, particularly in health care as a beacon to the kind of positive change that's possible when we work together toward a common goal. in that spirit, we must partner again. our successes are threatened by massive budget shortfalls, some funded by abilities and the broken system of education funding. working families have been battered by recession and employers weakened by state policies that are barriers to job creation. the trajectory of the vermont economy for the next decade will be shaped by our decisions this year. if we are content to live out of this recession, hobbled by flat job growth, we can choose to recycle old ideas and hope for a different outcome. but if we want to spring out of this recession, strong and nimble, we must have the heart to reform, the wisdom to act on the kurds to stand against those who will say it cannot be done. mere recovery is not enough fo
