richard engel is in gaza. richard, what's happening there this morning? >> reporter: good morning.ardware to the border here in gaza. inside gaza city, there have been more air strikes. in fact, there was an air strike here not long ago. we can hear israeli drones in the sky, as this conflict continues to escalate. gaza's skyline last night, as israel launched more than 200 air strikes to destroy hamas rockets and punish the hamas government and perhaps prepare the ground for an invasion that could become a blood bath. but hamas was still able to fire back, launching rockets into southern israel. many of them were intercepted by israel's iron dome defense system. in gaza city, there is no real air defense, and the hamas prime minister won't be meeting any more officials in his office. yesterday, he greeted egypt's prime minister here. today, the tunisian foreign minister's delegation could only look at the rubble. witnesses say the prime minister's office was hit by at least four israeli air strikes. this was the symbol of hamas's authority in the gaza strip. now hamas's top leader

joining me nbc's chief foreign correspondent richard engelle. what is the reaction in gaza? >> you may be able to hear the mosques behind me, they are celebrating, declaring this a victory, saying that hamas has avenged the death of the militant leader, his assassination starting this latest round of violence according to the palestinian side and think this was a great victory. today we spoke to hamas leader and he said that despite the air attacks by israel on the gaza strip, hamas was still able to launch rockets into israel. hamas also believes it has gained considerable political legitimacy because of this and a steady stream of arab and middle east leaders have been coming to gaza to visit the hamas prime minister who was until recently considered a pariah. so yes, they lost more people here, about 130 in gaza, a considerable amount of damage, but from hamas' perspective they consider this a victory. in the last few moments hamas has issued a statement on local television telling people to not let their guard down, that in the last few minutes, the israelis could still

our chief foreign correspondent richard engel brings us.e of the regime echoing throughout the square, what exactly in the constitution are they so upset about? >> reporter: they are upset not only at the constitution, but also because president mohamed morsi, last week, gave himself extraordinary powers. he made all of his decision final and that they are not subject to any kind of judicial oversight. and then once he gave himself these extraordinary powers, he had his allies, a group of islamists, write a new constitution. imagine in the united states if a freshly minted president five months into his term suddenly came out and made an announcement, he said, by the way, the supreme court doesn't matter anymore. congress doesn't matter anymore, and a bunch of my friends have just written a brand-new constitution that gives islamists a great deal more power. that's what brought people out on the street. they are specifically annoyed that certain clauses in the new constitution give more role to sharia law. they are open to interpretation. t

joining us live from gaza is richard engel. richard, earlier today we were hearing reports from jerusalem that a cease fire might be possible by tonight. that did not happen. what did happen today? why did the prospects change? >> reporter: i think it goes back to what you were just talking about. the historic picture has changed here and the two sides basically didn't want the cease fire. they have a strong hand right now. hamas for decades really, before hamas was hamas, has -- when hamas came to power in gaza, president mubarak treated it like a criminal organization. now you had 13 arab foreign ministers coming to gaza visiting the hamas leader. and the hamas leader has often had to run around the world as if he was a terrorist. now he's receiving all these dignitaries. the hamas position is that there should be a cease fire immediately and that along with that cease fire, there should be an open -- or the siege on gaza because i'm glad you showed that map. gaza doesn't have any external border. it's surrounded by egypt or i
