we're going to bring in now senior executive producer for nbc's investigative unit, richard esposito. a fluid and changing situation. it sounds as if dzhokah tsarnaev may be holed up in a house. how do investigators handle this at this point? his uncle was out in public making a statement saying his father told abc news that he thought his son should surrender. what are the negotiations like in this situation? >> as pete said, it had been fluid and fast-moving and now it's slowed down. and slowing it down is what you do when you're going to negotiate with somebody. they'll try to find pressure points, they'll talk to his relatives, find his associates. they'll look to see what is it that we can use as leverage to get him to surrender. to not blow himself up. to not blow the house up. to not use police as a means of suicide. so they'll look for all of those methods of reaching him. and trying to bring him out alive. whatever, whatever it is that they can get inside his head. and the negotiators are phenomenally good at trying to figure out what will work and get them to have someone ta

let's start with richard esposito. what do you have? >> the overall question for investigators is what turned a boxing champion into a radical? there is a line. you begin somewhere without being radical. sometimes you meet someone. sometimes you get inspiration online and that brings you further along the path. and then you get to the period where you are sure you are going to act and start planning. and then there is the action. in this case no one was able to catch them before the action and bombing at the boston marathon. now you reconstruct this and try and see what people missed or what could have been known that wasn't known. today the fbi is at tamerlan's widow's house, katherine russell and they are interested in seeing what they might find, what she might say, what she might have known. so there will be a focus on the family and not necessarily a focus on did they help him but what they could have known along the way. did they know enough to come to authorities and chose not to? some would-be terrorists have lived with room mat

i want to bring in now, nbc news senior executive producer, investigative unit, richard esposito from new york. richard, first of all you've been coordinating a lot of the breaking developments here, all of the breaking developments and we've been very cautious all along. not to speculate beyond what we know. but what we do now know significantly as roger and david here and secretary ridge are pointing out. is that the older brother did travel outside of the united states. what to your knowledge are they now looking for in terms of any kind of foreign connection to this terror attack here? >> well that's exactly what they're going to start with. is that he did travel. at the moment, we don't know what happened when he traveled. so what will they look for? they will look for the travel pattern. new associates that he might have established while traveling. contact with radicalized individuals that he might have, that might have encouraged his travel even here with radicalized people here. we don't know that these are jihadis, we don't know what motivated them yet. that's a path for the

richard esposito, executive producer for the nbc news investigative unit has been working the phones with his contacts from here in new york. richard, we're now hearing police are no longer looking for a third suspect. the one on the train to connecticut. what can you tell us about what's going on? >> earlier today police were looking for two men. the manhunt is now down to one person. the younger brother of the slained suspected terrorist. and the morning hours they thought a third person was involved in the plot and that person may have taken a train toward new york. train was stopped. it was searched. no one was found. and now police say they've ruled out that possibility, and they're back to looking for the brother and hoping, they say, he is somewhere nearby. before, otherwise, they have a higher risk of not finding him for a longer time. >> we've also heard this started with a convenience store robbery, but there have been conflicting reports about that. what have you learned? >> i'm not sure whether they're conflicting or if it's just still sorting out the timeline. it certainl

. >> all right, richard esposito. one of our lead investigatori i producers on this. thanks very much. i want to go to lester holt in watertown. everything is moving fast. what are you seeing on the ground right now? >> well, first of all, we just heard there kind of explains why this region-wide lockdown, even as we suspect that they may have a good idea where suspect number two is. the helicopter continues to orbit the area, honing in on specific places and then widening out. the level of activity from our advantage point seems to have dropped in the last several minutes. we have seen a fleury uo flurry vehicles going down the street in one direction. a number of military vehicles. i think kerry sanders referred to those. there are some national guard military police units along with explosive ordinance and experts in dismantling or rendering safe, explosive devices. they need that robust presence because explosive devices tau d tossed f eed from the vehicle a tossed at police. explosive devices there, as well. it's a ghost town here. really remarkable scene. normal
