let's go to kirsten boardman and richa richard fowler. >> richard, let's start with you. the numbers are not good. >> they are not what we want them to be but the truth of the matter is when you talk to young people out there, you talk to college students and those working on pursing the american dream, they are allowed to go on their parents' health insurance. young women can have birth control paid for. with that being said, mr. emanuel is right. there has to be more pr and a push to get young folks engaged in the process and education is going to be the key way to solving the low enrollment and lack of enthusiasm around the law. >> not enough pr, that is what we're hearing this morning. i'll let you respond to that. also, as part of the polling, this comes from united technologies congressional connection poll. about -- actually, more than half of these young people, 18 to 29 who were surveyed said, they actually think the law is going to get repealed. whether that's reality or not, it's the perception. if they think that after three-plus years of what most of us would

richard fowler joins us, democratic strategist. the entire financial structure of obama care is contingent on young people enrolling to subsidized higher health care costs for, of course, older, circumstancer americans. if a scant 22% of young americans say they're going to enroll but almost half say forget about it. what does that do to the viability of obama care? could it fail? >> it destroys it. the math zdoesn't work. the president is requiring the youth to be the back stop for those who need care now. it's like when social security was founded back 70-plus years ago. seven people payed in for every one person paying out. they needed the workers, the young workers paying in to pay for those who needed the retirement. same thing with obama care. it's all premised under young people, healthy people paying who don't need services. the young people are say, look, we don't have a monthe money, w don't have the job. youth is suffering twice the unemployment rate as everybody else in the country. if you can pay a $95 fine to get away

i'm joined by richard fowler, advocacy director for young democrats for america and john fehry.ow if you heard senator wicker earlier, he was talking about wanting to get cuts to entitlement programs in part to pay for defense programs. but are studies like this proof, john, that these programs are critical to keeping the poverty rate down? >> well, we do have a need for a social safety net. it also needs to lift people up out of poverty and not keep them in poverty. there's another problem here, chris, and that is that we are $13 trillion in debt and we have to manage both these things. we need a strong safety net but also fiscal responsibility and we need to make sure that people have as many incentives as possible to get a job and we also need to have an economy that grows jobs and we haven't had that in the last five years. >> well, richard, opponents will argue that these assistant programs increase dependencies and don't help the poor escape poverty. paul ryan put it this way, he said safety net programs threaten to become a hammock that lulls citizens into lives of compla
