joining us now to explain, richard haas, president of the council on foreign relations. chard, thank you for being here today. >> thank you for having me. >> so what happened here? was this diplomacy. military threats against putin, or something the global markets themselves did? >> the global markets did it initially. now with the united states, trying to do, put into place some sanctions. the real question is how much at this point the europeans are prepared to, to go along with, with the french, the germans, brits, are all critical. my own sense is they're going to get very limited support at this point for sanctions. that probably prepared to see the russians stay in crimea. what i think they would be prepared, hopefully would be to jack up sanctions if it looked like the russians are going to try to expand their footprint in ukraine. >> why do you think it is limited support? why the europeans aren't willing to jump on board? >> a philosophical issue. prevalent throughout the cold war. the best way to affect behavior and calculations of moscow. perhaps because the ou

and richard haas. >> it's been 17 days since flight 370 went missing and now new data has search crews choppy seas and the u.s. navy is flying in a high-tech black box detector. running out of time, of course. the chinese plane reported seeing two large objects and several white fragments scattered across several kilometers. it follows satellite images over the weekend, which gave hope that the mystery might soon be solved. on saturday, the chinese released a satellite image of an object about 72 feet long. it was spotted about 960 miles southwest of perth, australia. the image was taken on march 18th, ten days after the pilots of flight 370 last spoke with air traffic controllers. and then on sunday, the french announced they also had satellite images that also showed "potential objects related to the ongoing search." the investigators still believe someone in the flight shut off the plane's communication systems, but it's still a mystery why the flight drastically changed course. congressman mike mccaul says while it's unlikely to be terrorism, it can't completely be ruled out becaus
