hirtion i'm richard janning, board member of the league of women voters. i'm here to discuss proposition b, a ballot measure that will be before the voters on november 6. the city operates more than 200 parks, playgrounds, recreation facilities, open spaces and other public properties throughout san francisco. in 2007 an independent review revealed many parks and facilities were outdated and posed seismic and safety risks. proposition b is a bond measure that would authorize the city to borrow up to $195 million dollars by issuing general obligation bonds to fund repairs and improvements at the city's parks and open spaces. the city plans to use the bond funds for the following purposes: neighborhood park repairs and play ground renovations for 98.8 million dollars. water front park and public open space repairs and renovations for 34.5 million dollars. play ground repair and replacement for 15.5 million dollars. improvements to john mcklairpb park for $10 million dollars, golden gate park for 9 million dollars and like merced park. city hall monday through friday from 8:00 am to 5:00 pm if you don't vote early, be sure hi, i'm richard janning, board member of the league of women voters. along with the league and sf gof tv, i'm here to discuss proposition e the city requires businesses it pay a flat 1.5 percent tax on payroll cost for work performed in the city. small businesses with less than 250,000 dollars in payroll costs are exempt from the tax. proposition e would create a new city business tax based on gross receipts rather than payroll costs. under the new system, the tax on payroll cost would be eliminated or reduced. businesses with gross receipts of less than 1 million dollars annually will be exempt from the gross receipts tax. the gross receipts tax rate would vary depending on the type of business and its annual gross receipts from its activity in the city. certain businesses that have their headquarters or administrative offices in san francisco that operate primarily in other locations would pay the gross receipts tax based on payroll costs. proposition e would require the city to phase in the gross receipts

i read several already, the massive history of biography of lynn don johnson, jan reeds' biography of richards, and the biography of leonard cohen, all of these, among others at the festival. i was curious, bill, because all the books are so different in author's approaches, subject matter, whether the subject is dead or arrive, what kind of access the biographer had to the subject. i'm curious, do you have a philosophy having written many biographies? what exactly a biography should be and what it should do? >> thanks for the question, steve, thanks for all of you coming out this morning. i know sunday morning is sometimes a chore to get people out, and i'm gratified so many of you arrived. the question of biography and what i conceive it to be, i'm trainedded as a historian so i tend to look at biographies which, regardless of how they are written, to some extent, all comprise the life and times of the subject. i tend to include more times than some other biographers do. in my experience and observation, biographers come to the subject from one of two directions. either a historian, like me,
