richard jordan joins us live from where this is going on. richard, what is going on out there right now? >> reporter: looks like this will be an issue all morning long. we do have d.c. police directing traffic, so this as traffic coming from the chain bridge side you can see being directed off toward reservoir. let's get you up close to the trouble spot here where that tree came down. very large tree, roots right out of the ground. the tree fell across both lanes of traffic. there was a driver that was attempting to drive down canal and crashed right into that tree. took a lot of front end damage to the vehicle. we haven't h yet how the driver is doing. d.c. police saying it is possible that the fog may have caused some issues with visibility. so that is something they're looking at right now. the tree is still down in the middle of the road. work crews need to come out and clear that away. let's talk about the alternates now. melissa has more on that. >> as far as the alternates, if you're coming inbound on canal, you'll be pushed on to rese

richard jordan is live this morning.y're making operate good progress. >> reporter: they certainly are, aaron. a lot of the work is complete but the project is not over yet. take a look. there's some pavement that needs to be patched up. you can see here the pipe the 10 inch pipe. it was 75 years old. that is what burst. that's what sent water everywhere. it wasn't only the water that was flying down the street that was a problem, there were about 30 homes that had to be cut off wssc shut off the water while they repaired the pipes. they were able to bring in a new pipe and lay it down. they finished laying over the pavement to cover up the road that was broken here because of the water main. it wasn't only the water that was here on the street that was a problem, there were also a few homes that had some damage. some relatively mirren damage about four or five homes had water that creeped into the basement there. that counted for about four to six inches of water that flooded the basement part of the homes there. those

richard jordan was at that news conference and joins us live from outside the museum. what are the dates? >> reporter: let's cut to the chase. april 11th through april 14th that is the prediction from the national park service on when the majority of the cherry trees will be in bloom. it is cutting it very close for this year's cherry blossom festival because the festival is scheduled for three weeks from march 20th until april 12th. again that peak april 11th through the 14th. so at the very end of the festival. so there's a lot of excitement surrounding the cherry blossoms. 1.5 million people are expected to come to see tn bl that means a lot of big business for hotels, restaurants visit to come check out the 3,000 cherry trees that were given from toek ekyo to the district 103 years ago. there's a lot of excitement because it means we're talking about spring coming soon. the national park service saying that their prediction is what they have right now is the best with the information they are given by experts and horticulturists, but they may change that prediction

richard jordan outside the police department in palmer park with who police are looking for this morning in connection with the crash. >> reporter: there is a traffic camera video near the crash site that may be able to help police investigators. they have been able to pinpoint a minivan that the driver may have had a good van tablg point and could be a good eyewitness so that's why police are trying to identify the driver of that minivan now. brennan rabain was killed early saturday morning just off of greenbelt and good look roads. he lost control and crashed in to a wooden gate. police say his girlfriend was in the vehicle with him. he was off duty at the time when he saw another car speeding past him. he tried to pull that vehicle over he turned on his lights and sirens and went in pursuit. that's when he lost control of the car, crashed and was killed. it may sound unusual that the officer had his xwir friend in the vehicle with him and then went from off duty to on duty trying to pursue will vehicle, the police chief saying that he did not violate protocol, that he followed protoco

let's get out to washington and richard jordan joins us with more on the story. rd, over to you. >> reporter: good morning. ted cruz the first to make it official. trying to get a head start in the presidential race. he did post a 30-second video overnight on twitter and then the message that read "i'm running for president and i hope to earn your support" he's expected to repeat that message later on today in lynch burg virginia at liberty university. this is jerry fallwell's evangelical christian school. this is where ted cruz has the core base of conservatives. instead of going to texas or iowa or new hampshire he's choosing to go to virginia where he believes he'll have a large group of supporters there around him and will lay out his plan for his campaign. that starts today. now just this month an nbc news wall street journal poll asked republican primary voters if they could see themselves supporting ted cruz for president. 40% of them said yes. that put cruz eighth on the list. there's seven other republican candidates who came ahead of him in that poll. so
