it was very clear that richard nixon was the one who was about to be impeached. that nixon was at the center of all of this. that nixon and the watergate scandal involved a couple members of the cabinet. but for the most part, it was people who worked in the whitehouse. so to keep the other members of the cabinet was entirely brokered but you are absolutely right. it did hurt his political chances. it allowed people who are not inclined to vote for him or who are on the fence are people who thought that there was this deal say, well, he is just coming in and he is taking over nixon's government. he would have been able to distance himself more from the previous administration by cleaning house, but it also would have made it that much harder to do the government's business, because you can imagine in the wake of watergate, being a member of the cabinet was not a particularly appealing job offer. so then to bring new people in when the government had been essentially paralyzed during most of this two year period from the summer of '72 to '74, it would have been a g
