richard shelby chairs the senate appropriations committee. that's partly why he's here.the senate expected to take up this amended government spending bill that the house passed last night. that bill includes the $5 billion that donald trump says he wants. the bill is considered dead on arrival in the senate. absent any sort of movement, any agreement to put a senate to pass this deal then the government goes dark 12:01 saturday night. what has to happen at this meeting or today is that donald trump has to find some sort of acceptable off ramp. some sort of acceptable explanation so he can claim victory. something that will be acceptable to his base. right now he's blaming democrats. remember, he already claimed ownership. he said he would be happy to shutdown the government over border security. you have the president at an impasse with congress over the signature campaign promise that he said mexico would pay for. >> jeff, thank you much. garrett, can we talk about some of the options here. what are those off ramps? what realistically could happen in the next six hours

[laughter] as nancy pelosi said when interviewed by "usa today," well, is it a wall or is it a beaded curtain? kellyanne conway today, a spokesman for the president, said, well, maybe we're talking about slats, maybe we're talking about enhanced technical surveillance and other measures to assure security for the people at the border and for the country.

so what you saw here from mitch mcconnell and richard shelby who we did not have on camera, but talking to reporters off camera is the posture of being dug in. they stand with the president and support his call for this bill, and they will be blaming the democrats if the government shuts down. and mcconnell said that the d democrats should support border security and falsely saying that the democrats are in favor of open borders here, and dug in. but the reality is that this bill does not have the votes. so the question is, is there a plan b? we don't know. is there a goldilocks option to compromise to get something through both houses or the plan going to extend as far as the failing, and then back to the drawing board, because what you have here is a situation of the republicans and particularly the white house made two big tactical errors earlier in the process, they had the meeting in the white house where trump said on tape and on camera in front of the country that he would be proud to own the shutdown and the white houses gave assurances that the president would sign that clean c

i talked to richard shelby, chairman of the committee this morning, happened to run into him in the hallwayd he has that cr bill drafted and ready to go. the thinking is it will go some time into february but not quite sure how far. that gives democrats in the house to stand up and get organized and also gets this past the state of the union. so the president could continue to make it a legal issue. lawmakers i've talked to seem relatively comfort with this solution. it's not ideal but it's better than a shutdown. i just caught senator john kennedy as he was leaving another interview and this is what he had to say now -- >> how likely are we to shut down? do we miss an opportunity here? >> it's unlikely. i don't think either the senate or house wants to shut down. i think we want to do a cr but i don't know how president trump feels about it. i think we missed an opportunity last night when we passed the criminal justice bill. i, of course, voted against it but many of my democratic friends desperately wanted that vote passed. i wish we had time to pass it so the bill would border wall fund
