so richard, are we in the west shortsighted if we are celebrating the removal of morsi, a man obviously who wasn't up to the job, a man who actually became the first democratically elected leader in egypt's history but then started acting in undemocratic ways, seizing power from the judiciary, stifling dissent from opponents. of course he has a list of mistakes a mile long that he made, but at the same time, could we be engaged in shortsighted thinking if we, in fact, believe that 80% of the crowd should have been listened to and that this man should have been removed from office? >> you use the word celebrate? we should not be celebrating. just the risks we're now seeing. the word dilemma is overused one was to stick with morsi and in three more years he would so have entrenched himself you would have had the equivalent of one man, one vote, one time and impossible to have a rotation of power. the way we've gone, where essentially 15 million egyptians came out in the street, done is undermined the voting process, and now we're taking a major risk. and the idea is that you can restart p

there was a bi-partisan senate plan proposed by west virginia joe manchin, lamar alexander from tennessee, and richard burr from north carolina: it would link student loans to the financial markets rather than having congress set the rates. >> this would be fair to the tax may payers an taxpayers and fair to the students. under their plan it would be fair to the students because we would not be reducing the federal debt on the back of the students. >> reporter: among the concern for senate democrats on the student loan issue is how long rates would last and whether it would generate a surplus. senate democrats were backing a plan that would extend the current rates for two years. >> we have to insure that when students take these loans out they deserve predictability and certainty that they won't get locked into very, very high interest rates. so any adjustable rate should have a reasonable cap. not only do we embrace these principles, student organizations embrace these principles. students across this country would rather have no deal than a bad deal. >> reporter: experts say a cooling off period wi

senator joe manchin, a democrat from west virginia; senator lamar alexander, republican from tennessee; senator richard burr, republican from north carolina; senator angus king, independent from maine. i guess tri partisan. this is truly a bipartisan effort. senator tom carper, democrat from delaware; myself and others, this is a bipartisan effort to come up with a permanent solution. so i've been listening to the debate and what everybody says over and over again is that we need a permanent solution and that's exactly right. a year ago i served on the conference committee for map-21, which was the reauthorization for the highway program. and we included in that conference report an extension -- a one-year reauthorization -- of the federal student loan program so we could do what? put a permanent solution in place, not come here a year later and extend it again for a year. and so that's what the vote at noon is all about. it's yet another one-year extension, and we need to put a permanent solution in place. our bipartisan plan is simple and straightforward. it provides students with dependable, low-cos
