richie neal. rep. neal: the legislative process worked in this instance, recalling that the two chambers off over competing pieces of legislation and have to be melded together. this is a much-improved piece of legislation and the one that came from the senate originally. the two chambers of the institution, i thought they functioned quite well, and despite all of the rhetoric you heard on the floor today, 395 people voted for this. so you have had four successive bipartisan achievements with the understanding that we have to get ready for the next round and , and the next round is going to be state and local government assistance and a number of other features, and we are not done with the work yet. and i thought maxine and nydia did a terrific job of putting this legislation together. when you put this together on the phone, it's tough. it's hard to do face-to-face but hard to do it on the phone because you can't get the emotion or the rolled eyes. i believe the president is going to sign it tonight.
