richmond is the 10th in the improvement program. lottery's serve all the communities in the city. it really is a community. i live here, just a few blocks over that way. the way that the city deals with the branch library, the work they have done recognize this, and all the work they have done for the community. they want the library to be built in san francisco. that was in 1914 that the present building was designed and funded through the philosophy of andrew carnegie. historically, is the second busiest branch in the system. it is outpaced only by the chinatown branch. thanks to additional funding a 5.9 million provided by the state propositiond by proposition 14, that's referred to the california reading and literacy improvement and public library construction and bond act of 2000, that's the short version of the title. we were able to expand the space and provide additional space for collections, computers, room for teens. a community meeting room. which you can see that it is accessible from outdoors, if we have to have an aft

nbc bay area's monty francis is in richmond with the latest. >> reporter: there are an estimated 20,000 pakistani-americans who live here in the bay area. many of them have family in pakistan who are dealing firsthand with this crisis. after surveying the damage today, the u.n. secretary-general ban ki-moon said he has never seen anything like the flood disaster in pakistan. he's asking the international community to help with relief efforts. the reported death toll stand at 1,500 but the number that's staggering is the number of people displaced by the floods which began more than two weeks ago. pakistan's prime minister said 20 million people have been left homeless and there are now concerns about the spread of diseases such as cholera. we just spoke to the president of the pakistan association of san francisco who told us he has friends and family in pakistan who have lost their homes. >> their area, which is a nine miles from my house area and that is a small village. and that whole village has been cleaned out by the flood. they have no roof. they have no walls. they cannot even r

that's because new rules take effect today in richmond. the rules allow officers to stop anybody who looks like they should be in school during school hours. christie smith has more now on how they plan to enforce these new rules. >> reporter: good morning. richmond police tell us that the problem is pretty bad. on any given day about 100 stunt here's in richmond don't show up for class, and this is one of their favorite alt mat spots, a lot of them end up here at the skate park. this gives officers more options on what to do with students. the ordinance makes it a noncriminal infraction for a young person to be out in the community when they should be in school. it's up to the discretion to return the student to school or cite them. in the case of a citation the student and the parent may end up before a juvenile traffic court judge. two non-profit also serve as drop-off centers for the students where before the officers would spend hours trying to find family or a place for the students to go. >> we have not had a lot of time to deal wit

this does again men t mean that francisco is more dangerous place to walk than san jose or richmond. what we need to do is account for the amount of walking, and this is using census data. we don't do a good job in america keeping track of how much walking occurs. census data asks how you get to work on the long form. it turns out to pretty good measure of walking in the community, but as you can see here there's ten times as much walking in berkley or san francisco as maybe san jose or richmond. so, if we adjust the per capita injury rate for the number of walkers, we see a very different view of the injury rate here in san francisco. actually san francisco and berkley now look quite good. the injury risk per person walking in berkeley and san francisco is much lower than san jose or richmond. there's a factor of three difference between san jose or berkley. that's worth exploring. one of the things you find is injury risk per walker, is lower in the communities with a lot of walking so if you graph this out on this curve here - on the ex- axis is the amount of walking that occurs a

the rice center in richmond hosted its second annual back to school summer jam.usic, art and dancing took center stage at today's event which was attended by about 300 people. organizers say the goal is too high light artists from the center, plus offer free resources to help local children prepare for a new school year. >>> because of the resources and because of the budget cuts and education, it's important to advocate and inspire students down here to continue their education. >> the rice center provides programs, services and activities to promote social justice and youth leadership. >>> well, soul music is filling the streets of downtown oakland this weekend.
