joining me now, the lieutenant with the richmond police department.ll me what led up to the shooting of the suspect this morning. >> we relieved the san leandro swatteam at 10:00 last night. we tried to get him to surrender peacefully. he refused to do so. 1:30 this morning he came down the stairs of the recess dense holding -- residence holding what appeared to be a rifle. that is when an officer shot him. he is in stable condition at a local hospital. >> san pablo and mcbride. he had been stocking the victim. what is the motive for suspect killing romero? >> this appears to be a tragic case ending in her death. they had a dating relationship at some point. miss romero tried to break the relationship off. she had been trying to get him to leave her alone for a month and he had been stalking her in the past month. >> there was an altercation at a restaurant tuesday evening? >> we did receive a phone call, anonymous caller saying there is a hispanic male hitting hispanic female. by the time the officers arrived they did not locate either party there. w

we have good bustlines in our richmond district. i'm always looking at creating more efficiencies and finding where the needs are. there have been some cuts over the years, so -- to bus lines, like along the outer richmond district area that have led many seniors without a bus route to get up the hill or to get down the hill to go either grocery shopping -- so we are looking at how the system might not be closely enough based on the needs of people like, especially seniors, or disabled people. there's also some bustlines that are less used in the richmond district that we are now working with the muni system to think about continuing but maybe reduce its frequency, but continue its access for many people that live in isolated parts of the city. i strongly support stronger youth discount passes and supporting the bus system so that younger people have strong access. we are trying to work with the school district right now and city agencies to ensure that young people get more support. we want them to be lifelong transit riders as wel

is the richmond a good place. say are you on top of an old farm pond or creek or garbage dump? it can have profound impacts in the settlement over long term and if there's an earthquake, that can amplify the ground shaking; is that right? >> absolutely. it can affect the behavior of the home. one of the things pat brought up is the wide garbage door opening i guess it's an issue you guys call soft story? >> exactly. >> what is that? >> it means the upper floors are rigid and in an earthquake the building will wanted to drift sideways a certain amount. if the upper floor the rigid and it doesn't occur there, it occurs on the first floor and if it leans so far the build willing lose stability and collapse. that's one of the projects the city is working on to try to come up with an economical efficient way to retrofit the doors so they don't become projects unto themselves. >> i think there's a limited likelihood in the middle of the block, buildings are going to collapse. you have buildings on either side holding it

this is where both san leandro and richmond police came looking for a richmond murder suspect, 42-year-oldzerate. it is not his house. but this is where they found out he was staying. the s.w.a.t. team came and tried to coax him out of the house. he refused to come out. this lasted for 16 hours sometime in between the s.w.a.t. team actually went inside to the first floor of the home. but zerate stayed upstairs. finally it was before 2:00 this morning police say he walk downstairs. however he was carrying a rifle. and that is when a richmond police officer shot him. zerate never find the rifle. he was in critical condition now in stable condition. all this of course very nerve racking for neighbors. we spoke to a woman who lives a few doors down. >> it was a little bit scary. i even closed down my windows and stuff in the kitchen and everything because i got, oh, no if someone gets out and i'm going to you know... keep my windows down so they don't come get in here. >> reporter: police believe zerate shot and killed his 30- year-old ex-girlfriend, jensy romero, of san pablo, in a domestic d

my name is tom and i live in richmond. i got overwhelmed with the amount i would like to say, but i thought i would just address a couple of things. one is the issue of outside lands and the park. i feel that the issue with the park is to fwofold. the goal of the park is to provide recreation for the citizens and to encourage nature -- it's a natural setting. the falcons that might nest in a tree and then be chased off by a concert. there are many places where -- what is that? the other issue with the noise. i am a little overwhelmed, but the neighborhood was affected greatly, yet they say it was not that loud at the concert. i believe it is an engineering issue. it should be engineered so that it is contained. that might mean elevating the speakers. that might mean creating a sail that you could secure that would bounce the sound in the direction that you want. in some areas, it was louder farther away than it was nearer the park. i have had a recent issue with sound. with the extreme sports encouragement that near my hou
