the richmond san mateo bridge is open and clear. commuters, if you're listening or traveling today, you have the option for public transit. watching from chopper 5 how long it is taking to remove the protesters and separate them from the barrels. this could take at least if you are hours to get that done. >> you see all hands on deck. law-enforcement officials, you have chp, you also have caltrans. emergency responders and so many different people. there is a lot of unknown. when you remove a barrel and a human is attached to the barrel and you had no idea what is inside of the barrel , you really want to make sure you are doing it as delicately as possible. and at times that you did -- time sensitive situation where people are backed up. it is a nightmare situation. >> the eyes of the world or on the police and how police are responding to this. you know such scrutiny has been leveled against police for how they de-escalate the situations. they are being watched by the entire united states of america. this will be a national story

. >> new tonight there are rising concerns among community members in richmond over what they say are too many smoke shops in the area. ktvu is jana katsuyama spoke with city officials about the push for a moratorium on new smoke shop licenses. >> richmond city council members say they started hearing concerns this year about the number of smoke shops popping up around the city. >> i've lived out here for a little bit. it's for sure gone to more smoke shops. >> it doesn't create a safe environment, at least for me in my home. >> richmond city staff conducted an investigation and say they found 78 licenses for tobacco retailers, or about two shops per square mile. they also found other stores that had no license. >> they found that at least three shops are open without any license, any permits from the city. >> vice mayor claudia jimenez joined with the mayor and another city council member, and this week at the city council meeting, called for a 45 day moratorium on issuing any new tobacco retail licenses. >> we continue to give license. we will have more and more and the enforcement

they found that car was stolen out of richmond.med the patrol vehicle 6 times trying to flee and then crashed into a well ended up surrendering in police search. the vehicle could see what they found. a loaded firearm without a serial number that was in the backseat. and they arrested the driver on multiple felonies. >> happening tomorrow in the east bay, a memorial service for fallen oakland police officer jordan wingate is set to be held. he died saturday from injuries. he suffered back in 2018. it was a car crash while on duty. the service is set to be held at 3 crosses church in castro valley set to begin at 11:00am and it is open to the public. the city of san francisco is hoping to improve 9-1-1, response times by opening a new emergency dispatch center. the new facility was unveiled yesterday on the second floor of the old 9-1-1, center on turk street. our cameras were there as they gave us a tour. it features 55 brand-new workstations. they've got an updated break room and elevated supervisor area and a new training room as

richmond center fell bridge very wet at this point.lden gate, san francisco seeing some showers pushing through in lighter showers generally south of there. we are going to be looking at some snow mixed in with all this, too. as you can see that purple south of san jose. and then most notably all that blue just south of livermore and east of san jose. this is the area around mount hamilton. the lick observatory well high enough in elevation to get several inches of snowfall out of this very late cold system. april, typically don't see systems this cold dropping in. we'll see more rain pushing further inland over the next hour into 2 hours. inland areas will start to see it as well. so very wet right in the heart of the busiest time of the morning commute and we'll continue to see even between some clearing skies, a chance of thunderstorms on into the afternoon today. temperatures are well down into the 40's and 50's, if not some 30's further north in the bay area. cloverdale calpstoga kelsey bill right now down in the upper 30's. you h
