predecessor standard oil began construction on the refinery back in 1801 four years before richmond incorporated as a city. it first began processing oil in 1902. today the refinery has the capacity to take in 350,000- barrels a day and turn it into gasoline, jet fuel, diesel, lubricating oil and others the refinery has been shut down since a fire at the refinery but chevron expects it to be back into capacity three months into the new year. in 1991 ktvu's george watson looked at how demand grew in the early part of the 20th century. >> in 1917 when america entered world war i it was supplying half of the oil required to fight the war. the use of oil revolutionized the way war is waged. oil fueled the planes, tanks, trucks and ships that fight wars. the end of the war actually increased the world's need for oil. by of the war, america was consuming oil faster than america could produce. the competition was stiff especially from the british and dutch oil interest. in 1919 american companies were spending $400 million in marketing and oil refining by 1925 they were spending a billion dollars on exploration

. >> we grew up in the city of richmond. we are known for violence. i looked at this as being part of a gang. the term "gang" is manifested through the media, and law enforcement for numbers. it was more of a community. i did not go to school and meet somebody. i lived on this block and this is where my grandmother's house was, or i was born and raised. what people may see on tv was at my front door. the killing and the dope dealing. it was right there. this was a community list of people, we just grew up together. there were no handouts and no one told us how to conduct ourselves. and tell us what to wear. someone could have a school fight, and we may be at the mall, and see the person we have a fight with. the army and navy have their bar fights. i did not see this as being a game, or a community. supporting each other, this may have been in a negative way. i did not have a stable household. many of them do not of their fathers are, where their father is dead. in their return, the block i gave up -- this is who i looked up to. he had a notorious rep

city had 45 homicides. a likely factor is a big staffing increase at the richmond police department. it's gone from 40 officers to 190 in recent years. >>> 4:40. drag-racing is suspected in a crash that injured three people in the east bay. an out-of-control car slamming into a busy funeral home on clayton road in concord. a 16-year-old was behind the wheel of a 1974 chevy nova. police say the teenager was going well over the 40-mile-per- hour speed limit and apparently racing another 16-year-old. a service was just beginning when the car crashed into the funeral chapel. >> literally five seconds after i had entered the side room we thought it was an earthquake and saw the car careen into the building. i'm grateful to the priest for ushering everybody in. >> three people were injured. so far no arrests. >>> checking bay area headlines, police are still looking for the person who mugged a woman and killed her dog in san francisco. the woman stopped her car in the tenderloin on friday when a man tried to rob her then grabbed her 12-year-old dog named roxy and threw it into traffic. pol
