richmond police department, jodi hernandez, you don't hear of it that often, jodi. >> reporter: you don't. a richmond man came to the police department last week with a unique call for service. he is somebody that richmond police know well. he has been arrested many times before. now he is reaching out for help. >> all my life -- but here i am today and look who is helping me. >> reporter: 35-year-old tremaine daniels said he would never thought he would be on friendly tur lly terms with the. in and out of jail since he 'twas 12 years old. >> i started early. started selling drugs at 9 years old. daniel says he has been trying to turn his life around. out of work, out of money and with no place to live he found himself on the verge of committing a crime again last week. he planned to steal food from a cvs store to feed his family. >> i was going to walk in. grab it. walk out. hop in my car. drive off. >> reporter: instead, daniel drove to the richmond police department where he flagged down officer brian landy. >> he became very tearful. told me he was hungry. that he was living in his car. >> reporter: what happened since has blown daniels away. officers have dug into their own pockets to give him food

richmond bridge right now. the richmond san rafael, because there is an accident on western drive there. and also just past the toll plaza at the bay bridge, there's a stall in the fastrak lanes. keep that in mind. over towards bay point, an accident keeping some things slow over on highway 4. getting on to state route 242. so keep that in mind if you're taking 242 into concord. getting into 680. once you get past that entire location, things are mitch improving there. across the rest of the east bay, there is some slowing across the san mateo bridge. this is what i wanted to show you here. as we take you outside. once you get past the toll plaza, things do improve. it's smooth sailing over towards the peninsula. guys, back over to you. >> anthony, thank you very much. >>> coming up, the suspect who hijacked a passenger plane, taking hostages along the way makes his first appearance in court. plus -- >> donald trump standing by his man. i'll explain why, coming up. >>> new this morning, the first court appearance for a man who hijacked an egypt airplane yesterday, briefly taking hostages. this is video of seif eldin mustafa being transported. the situation ended peacefully on tarmac in cypress. prosecutors called the suspect psychologically unstable, though not a terrorist. authorities say he wore a fake explosives belt and did it the an effort to see his ex-wife. >> we have more on that story now, kris. the hijacking was maybe the wrong time to ask for a photo. one passenger onboard that hijacked plane, britain's ben ennis, posed for a picture with the hijacker during the standoff. authorities say ennis unnecessarily put lives at risk. >>> a highly unusual move for the nation's highest court, and it has to do with a case where religious institutions are challenging part of the president's health care act that requires them to provide birth control. >> so, still only eight justices on the high court. they are asking both sides to see if they can come up with some sort of compromise. that is because the court attended to a 4-4 stalemate on that case. the court is asking that both sides allow religious groups to deny birth control. their insurance companies would then offer a separate cost-free birth control option to the employees. both sides have until april 20th to respond. and this is the first of many deadlocks that could be coming after the death of justice antonin scalia. >>> we've got to see what happens. if the nominee is somebody that i think is really hurting the country and dividing the country, i can't stand behind them. >> i'm not in the habit of supporting someone that attacks my wife and attacks my family. i think that is going beyond the line. >> well, a shift in stance from all the republican candidates. the final three now saying they will not necessarily throw their support behind the person who gets the gop nomination. >> "today in the bay's" edward lawrence is live in washington, d.c. and this all happened in a town hall in wisconsin where regular citizens got to ask questions. >> reporter: a lot of heated words coming out of that town hall in wisconsin. there were accusations, there were explanations. as the candidates tried to get the voters of wisconsin to try to choose them. senator ted cruz, donald trump, and governor john kasich all tried to sway the voters in that vermont town -- or in the wisconsin town hall. this ahead of their primary, which is next tuesday. a defiant trump, though, said that he defended his campaign manager, cory lewandowski, even if he was charged, battery. he said that -- trump says that he will not fire his campaign manager, even though security video shows the campaign manager grabbing a reporter and pulling her back, during one of the events on march 8th, in southern florida. the other candidates jumped on this. senator ted cruz, who just got endorsed by wisconsin governor scott walker, says that this shows a greater problem within the trump campaign, a problem of a culture of aggression. even the democratic front-runner hillary clinton chimed in, saying that she supported that the reporter followed through with this incident, filing the police report. police obviously agreed there was something there and did charge the campaign manager with battery there. now, wisconsin has 42 delegates, that is all or nothing in their campaign. now, there have been a few polls in wisconsin. those polls show that trump and senator ted cruz are in a dead heat. reporting live in washington, edward lawrence, back to you. sam and kris? richmond police said the shootings are between feuding gang members from richmond. >>> and santa clara county, an investigation is underway into the death of a foster child. according to the mercury news, the girl suffered from a rare birth defect and she was found unresponsive late last month. the death came two months after the county allowed her back into her father's care, who was living in a transitional home for recovering drug addicts. the case is not being treated as a homicide. an autopsy is being conducted to determine how the girl died. the foster care system is also reviewing the case. >>> today marks the painful anniversary for a family in southern santa clara county. sierra lamarck disappeared on her way to school for years ago. she left her home to catch a bus. even the police have not found a body, they did arrest a suspect on murder charges based solely on dna evidence. sierra's father said the family is still filled with sorrow, pain and unanswered questions. >> pretty much the same state. year after year. >> it's a nightmare. my heart will always go out to the family

>> we do. no we do not have the resources to do that. >> reporter: the bureau's 3.5 dtsds million budget isn't enough to fix all of the lead painted homes, since 2005 they relied on grant money to fix about 300 of the 27,000. but stout says the money is drying up. >> at the end of the day are you able to do this job? >> no. we could certainly use more resources, financial resources to help in this situation. >> reporter: in pennsylvania's most lead poisoned county the only health department says it responds to just 12 to 15 lead poisoning cases a year. >> 3500 kids in lehigh county alone who have elevated levels of lead in their blood. you have any idea how many of those are in allentown? richmond is loose. it happened on the walking path in richmond that runs along bart tracks on south 33rd street. the family members say they have no idea why anyone wrote shoot the 14-year-old. >> he was okay. he was okay. he never sassed his mother or nothing, his parents, either, but when you on the street, anything may happen. anything. >> he was a freshman at kennedy high school. the begin man shot him several times in the chest and left the scene. this is richmond's fourth homicide of 2016. >> c.h.p. said seven shooting in five months on interstate 80 are not random. the latest shooting happened on saturday morning at 1:00 a.m. in richmond. the victim is identified at 39-year-old leslie graham of el sobrante. another driver pull up alongside graham and opened fire. this is the 7th shooting on i-80 between by mole and been since november. two have been deadly. the c.h.p. said the victims were targeted. >> the last victim had strong ties to north richmond gangs that could be the case and what we can tell is each of the indenes was a targeted incident. >> if you have information about any of shootings the c.h.p. wants to hear from you. >> inspectors are back in san francisco gas station to make sure the pumps are welcoming all right following a bus fire. the driver noticed the bus overheating and pulled into the chevron. the engine block started smoking and it caught fire. workers quickly shut off the pumps, and four ended up being destroyed. first

richmond police after a rash of highway shootings, both of which are fatal. melanie woodrow had a chance to ride along with one of richmond pd's gang experts. she has the story tonight. >> on this afternoon the richmond police officer is patrolling santa fe. the gang members also have a name for it it. it is one of several areas terry o is showing us. >> gangs have determined this to be their territory. >> no matter how many times gang fro fee tee is paint -- gang graffiti comes down it goes up again. they remember when it was worse. >> when we first moved in you didn't see children out there. >> why? >> due to the violence. >> while there are more children outside playing now, the improvements seem to have stalled. >> we went about 10 years where it was real nice here until i would say about a year ago. >> the beginning couple of months, i think they have taken us back for a loss. >> richmond pd says since november there have been eight highway shootings. seven on interstate 80 between pinole and berkeley, one of which was fatal and another shooting on interstate 580 before the marina bay exit. chp says a man shot and killed on westbound 80 was known to law enforcement. >> they had strong ties to ri
