. >>> tomorrow is going to be a day of high drama in a courtroom in richmond, virginia. ., proceedings will start in the sentence of virginia republican governor bob mcdonnell who was convicted of 11 felony corruption charges. the first virginia governor in history to be indicted, let alone convict forward crimes committed while in office. two things to watch here. first, nobody knows how much time he's going to get. a federal agency looks at the conviction and sentencing guidelines and makes a recommendation for how much time the convict should get. in mcdonnell's case, the recommendation is a 10 to 12-year sentence in prison. if he gets that sentence, federal prison will say that sentence is long enough he wouldn't be allowed to serve it in minimum security. he'd be in the kind of prison you'd imagine when you think of prison. the defense side says they don't want any time in prison, despite the 11 felony convictions. they say he should just do community service. they've turned in over 400 letters asking the judge to be lenient because mcdonnell is such an excellent guy

northern virginia bureau chief julie carey reports from richmond. >> i want to thank the court and judgee dispensed to me today. >> reporter: the former virginia governor bob mcdonnell shortly after judge james spencer handed down a two-year prison sentence far lower than the six to eight years the guidelines recommended. still, mcdonnell and his legal team made it clear, they will file an immediate appeal. challenging the former governor's conviction on 11 public corruption charges. >> i just wanted to say, sometimes in a case like this, justice is a marathon not a sprint. >> reporter: prosecutors urged judge james spencer to impose a stiff sentence telling him mcdonnell sold the power of the governor's office to businessman, jonnie williams in exchange for more than $170,000 in gifts and loans. mcdonnell's lawyers asked the judge to impose three years of community service instead of prison. 11 witnesses begged the judge for leniency including former democratic governor, doug wilder. mcdonnell's supporters erupted in applause when wilder pointed out that businessman williams quote, walk

my mother had been protesting segregation in richmond, virginia. mike pence were part of civil rights activism. the way i was brought up, and i lived in alabama, where the movement started and i wanted to be in the student nonviolent court ending committee -- court ending committee. in new york in 1966 about two weeks after the call for black power, i was able to get intosncc. i was thrilled. it was the best thing that ever happened in my life. i could be in this revolution. that was the beginning and that is how i ended up in the panthers. >> how did the black panthers compared to sncc in terms of their goals and what they were responding to? >> sncc was collapsing. i didn't know this, but sncc was an organization dependent upon funding from outside. once they turn into a black car organization, and or some other issues that happened, the funding drive dried up. the organization was declining getting smaller. when i got involved with the black panthers, it was a brand-new group. there were five and i got there. most of them were in prison after th

virginia. slaves counted as 3/5 of a person toward the total of your representation. the more slaves you have in the area, the more people you get to send to the representative in richmond. if you consider the numbers i told you, 18,000 in western virginia versus 475,000 in eastern virginia, it is clear to see who has dominated the state legislature. that was an issue with western virginians. the other had to do with taxation. again, the laws of virginia gave an 80% tax break for the property of slaves. western virginians would also crop about this. they are not depended on that system. the number one property of eastern virginians were human beings and western virginians with their largely free labor system, they paid full tax on it. they cried foul about that. issues of taxation and representation. internal improvements. western virginians wanted roads bridges, canals. eastern virginians were more concerned with the agricultural south than western virginia's means. our social relations were all to the north and west. the commercial relations were to the north and west. all of our river ways, creeks, and streams flow to the north and west and we were separated from the

northern virginia bureau chief jeff goldberg is live in richmond. jeff, what is happening there today? >> well we are at the jefferson hotel in downtown richmond where just moments ago, i spoke with bob mcdonnell's sister who is also named maureen. she tells me that the governor spent a lot of time today in prayer and preparing with his lawyers as well as spending time with his children and close friends. his sister maureen telling us that he has done everything possible to try to keep a normal routine these past several months and of course going into tomorrow's sentencing. that's been a big priority for the former governor many now, going into tomorrow the u.s. probation office has recommended that this former governor face between 10 years and a month to 12 years and seven months in prison. the defense, meanwhile, is asking for 6,000 hours of community service and no prison time. bob mcdonnell has been living on his own since last summer at this rectory in richmond. he and his wife maureen were found guilty in accepting gifts in exchange for gran

the virginia general assembly convened today in richmond and lawmakers are expected to clash with governor terry mccualiff on many issues including gay rights marriage rights that is. jeff goldberg is live in richmond to explain. jeff? >> well, maureen, in less than an hour the governor will be delivering his state of the commonwealth speech. economic issues will be at the forefront. job creation reducing a budget deficit and medicaid expansion. but during this session, the agenda is filled with many other issues that go beyond the economy. >> republicans who control both the house and senate may not be happy about it. the democratic governor is pushing forward with a left leaning agenda. >> i got to tell you, i'm absolutely stunned by how many social issues the governor has put forward. >> he is proposing a handful of measures on gun control in addition to gay rights. he wants to change state code by removing references to husband and wife in exchange for the term "spouse". >> this is not an easy battle even for code adjustments but we've got to move forward. it's 2015. >> but republicans

there's a lot of suspenseus issuspense around what he's going to say when he stands up in richmond in the virginia ratification convention and what side he's going to come down on. these objections to the constitution haven't changed. my principles, my positions on this haven't changed. i have my doubts. but at this point, seven states have ratified the constitution. eight states had ratified the constitution, excuse me. i'm not going to be the one to separate us from our sister state. so at the end of the day, there's a lot of debate, fascinating from the leaders in american history. patrick henry leading the anti-federalists along with james monroe who decides that despite the frustrations with the current government, the constitution was too dangerous. it was missing the bill of rights. he couldn't get behind it. he could get behind the powers of congress over the revenue in trade. there had to be a bill of rights. so he reluctantly came out full force against the constitution. george mason is also in the constitutional convention, richard henry lee. some of the most important people in america
