fox news' senior correspondent rick leventhal live in jacksonville with the latest for us. rick?: and, lou, all that rain overwhelmed the st. johns river. it flooded downtown streets. the waters have now receded, but that rain did some unexpected damage including to the browns creek bridge which is closed tonight because authorities found that there was a washout underneath. the support was compromised by the rushing flood waters which were up to the edge of the bridge and even over the bridge in spots here at the base of it. so they've shut it down. they put those barricades up there, and they won't let anyone over that bridge. 20, 30 miles that way iser if man dean that beach and amelia island, but you have to go all the way around. anybody who lives on the other side of the bridge has to go the long way down to i-95. there's been a lot of damage to businesses and homes, you see the browns creek fish camp had to clean out after about 3-4 feet of water swamped this establishment, and they had just finished bagging up all this stuff inside when the high tide rolled in earlier thi

we want to check in with rick leventhal for the latest there.d is picking up pretty good but they don't expect tropical wind force in daytona beach until 3:00 a.m. through tomorrow night and into tomorrow. hurricane winds potentially in falluja sometime late sunday night. as you can see the boardwalk here in dayton daytona is pretty and we had a few people looking around but for the most part it's completely deserted. you see the board on the front of the storefronts here and i want to show you the ocean which is turning really good and we just talked to a state trooper who was out here pulling two people but making them leave and they were out playing in the water under the spear and this is the joe's crab shack peer and it is closed and there is no reason to be out there. this water is not typically this high and it is near high tide but it doesn't usually come up this high according to locals. it's very, very choppy and dangerous out there. that's the one thing the police officers are hoping not to have to do is to go out and rescue people in

our rick leventhal is there now live with more. rick? >> mike, we're right on atlantic avenue. and daytona beach right in front of the world's most famous beach sign. they are getting some significant gusts here now. we just saw a fire truck roll by, and we're told by the county emergency operations center that they will not respond to 911 calls probably within the next 30 minutes to an hour unless they are life threatening calls. they have a modified response plan. when the winds get above 45 miles-per-hour sustained, and think they they are getting to that territory now. we're told to expect tropical storm force winds all night long and potential gusts to 75 miles-per-hour overnight into tomorrow morning. they are saying that the worst of this storm here in the county will be between 11:00 p.m. tonight and 10:00 a.m. tomorrow morning. i can tell you, mike, having been here for a few days now, we haven't seen anything like this. this is i guess our first taste of this hurricane. melissa: how much has it changed there in the past hour, rick? i don't know if you can hear me. how

rick leventhal is in daytona beach. he joins us tight. how are we looking there, rick? i have been in daytona before, and i cannot recall our friday night does this quiet. this is the calm before the storm. there is a mandatory evacuation order that went into effect this afternoon. anybody and low-lying areas in volusia county was told to get out. not for everyone dead, but a lot of businesses here have shut down. the good news is anyone will stay on the beach. those bridges including the main street bridge, which is lit up tonight, that bridget will be close, every bridge between the mainland and the bridge will be closed, because of the potential for very high winds. they were expecting winds sometimes after midnight on saturday night, and in the hurricane force will get here on sunday night. the beach could be underwater. they're expecting a storm surge of 3-4 feet, and perhaps 8-15 inches of rain. tucker, a big concern is flooding, localized flooding. streets cannot handle that kind of rain. he'll be underwater. creeds will come down. power lines will come down. tha

. >> kimberly: thank you, in orange texas tonight is rick leventhal with the latest. >> we are in orangeexas just off of i ten, one of the many communities underwater. it's difficult to see because is not well-lit. there's a lot of water out here, the national guards sending out boats from this location today to pull out people from homes. one bit of good news, they are using this big boat, they had to pull this out of the water because it started to recede. this particular boat is to make it now for this particular area. they are sending out zodiac's and a flat bottom boats to affect the rescues and that will continue overnight. again in earnest tomorrow morning. obviously flooding is a major issue in this region including beaumont or another major issue is the luck of running water. the main pump station and secondary pump station both inundated overnight. they lost water for 120,000 residents of the city of beaumont. that forced a hospital to then evacuate nearly 200 patients at baptist beaumont. the first 16 to be taken out were elderly patients who were taken out of a nursing home,

fox news' rick leventhal is in jacksonville with the latest. rick, what is the scene like there?got a foot of rain, the st. john's river was overwhelmed. the flooding was extensive. this morning, things subsided until the high tide came in and the water started rising again, other damages beside homes and property including the browns creek bridge which is now closed. engineers say they believe the structural supports may have been compromised by the rough and high water so they shut the bridge down. this road leads to amelia island, you can't get there from here now, not this way. anybody on this side would have to go around, and anybody on that side of the bridge can get around the neighborhood but have to drive the long way down i-95 and not sure when the bridge will be repaired or reopened. browns creek fish camp got swamped. there were a lot of folks trying to clean the place up and when the high tide rolled, in more water swamped it, that water receding. someone told me when the evening high tide comes materials, be worse, they're dealing with that. right across the street,

senior correspondent rick leventhal is in texas. what's a situation where you are now? moll the water is recedit this neighborhood is still in deepwater and many home surrounded. i just met a woman who moved into a house about two weeks ago. they haven't even paid the first payment on it and she was able to stay optimistic. they're able to rescue their most prized possession and it's hopeless that damage to badly. all the way down here there's a woman swimming towards her home now. to check on things. another neighbor said they had a problem with looters. people on boats trying to steal, there is a curfew now in effect from 8:00 p.m. until 6:00 a.m. there's a voluntary evacuation center of the road that was staffed before the feds got here, there's a national guard there now helping to courtney but many volunteers from across the region including medical personnel, there's the food tent where they serve thousands of meals each day. a distribution storefront giving out water and close, diapers and food and other goods. in the middle school, one of three countywide points

the rick leventhal were clean drinking water seems to be very scarce.rtainly a very long road to recovery. am i right? >> absolutely. the biggest issue facing the residents of beaumont is the lack of running water. the river overflows earlier this week. they are now still trying to fix that water treatment facility in the backup system. both of them failed because of the heavy, heavy flooding and not cut off water to some 118,000 residents in the city of beaumont. what we see here today is one of the distribution points across the city with these guys are handing out food. the mr reason those boxes that the military eat in cases of water handed out here as well. this location. earlier today, video from memorial stadium, another location in belmont where they are handing out water and food. no life at that location. i talked to some of the residents about how difficult it is to live without running water. >> this is the first time and i hate that we are all going through this, but i know a lot of the guys out there trying to get this going. just enough t
