yesterday the president told texas governor, rick perry, face-to-face that the white house had no philosophicales with republicans in trying to stop the border crossings. and today jeh johnson testified to congress about the administration plans. libby casey is following the story. libby where is this all headed? will the white house get a vote by next week? >> well, republicans haven't shut it down. we heard from speaker boehner and while he is doing a lot of finger pointing, we have not seen him say no. we did see a republican counterproposal coming from the arizona senators. no dollar amount attached to it, but it would do things like amend that 2008 victims trafficking law, and do some things the obama administration wants, like boost the number of judges, and has a foreign affairs component in the sense it would essentially penalize south american countries if they don't up their own security. but we heard the obama administration saying if we don't get this funding the president has requested soon, ice will run out of money next month, customs and border protection soon after that, david.

joining us, cnn aviation correspondent rick francona and cnn white house correspondent michelle kosinskit to start with you on the map of ukraine. u.s. administration officials telling cnn that they do not believe in the area where this plane was shot down that the uy ukrainian government had the ability to do it. talk to me about these devices, though, that they used. this buk missile system. who knows how to use it? who has it? how hard is it? >> that's the big question. we know the separatists have one of these. they put it out on social media and they showed a picture of it and we noted the sa11, sa17. where did they learn to use it? stealing one might be easy but operating one is a different matter. very sophisticated system. onboard radares and several different kind of radars and you have to use the equipment and very sophisticated electronics. you can say some of the seprists may have had military training prior to this, we don't know this or provided by the russians or, worse-case scenario, you have a russian crew using this equipment. the fact that they've taken this equipment

rick perry. topping their agenda, the immigration crisis. governor perry blames the white house for the border crisis but now the president has taken action. abc's karen travers joins us with the details. good morning. >> reporter: good morning. this is a request for emergency funding. congress needs to approve it. some republican lawmakers say it doesn't go far enough and want president obama to go down to the border and view the crisis firsthand. president obama has called it a humanitarian crisis and he asked congress for 3$3.7 billion to address the surge of uncompanied minors illegally crossing the u.s. southern border. >> what we'd like congress to do is act with the same sense of urgency and make sure that this administration has all of the necessary resources to deal with this situation. >> reporter: roughly half of the money, $1.8 billion would be set aside to care for these minors, many fleeing violence and crime back home in central america. nearly 10,000 were taken into custody in may alone. the remaining money would be split between the departments of homeland

rick perry will meet today to discuss this immigration crisis, but the sparring is only beginning in congress after the president's emergency request for almost $4 billion to address this issue. senior white house correspondent jim acosta joins us now with the latest. jim? >> reporter: good morning, john. later on this afternoon, president obama and texas governor rick perry will be getting together for what promises to be a tense meeting over the crisis at the border. the meeting will be taking place in dallas. and back here in dallas there's another showdown brewing over the president's border plan. with the ink barely dry on the president's nearly $4 billion plan to halt the flood of undocumented immigrants republicans in congress have said no deal. >> they have asked for a blank check and an awful lot of money coming to tens of thousands of dollars for each one of these children. >> reporter: nearly half of the $3.7 proposal is to care for unaccompanied minors from central america. the rest goes to detention and removal costs, more border patrols and surveillance and immigration legal teams to speed up deportation proceedings. administration officials say gop critics want to have it b

white house. you are in austin. you interviewed rick perry. they didn't see this coming? so hot about it that the white house sent someone to see him later on the hill. he said he should be going to the border. why have they got their feet in cement? >> andrea, i think you raise a really good point. it's clear this white house, as you know watching them as closely as i do, can be stubborn about things like this and didn't want to pressed into the situation by politics. they say the focus, obviously, should be on problem solving. i was reaching out to white house aides this morning. they said there would be no surprise last-minute visit today even as governor perry as we speak right now is on the rio grande getting a boat tour to really try to draw yet more attention to this in the final hours of the president's visit here. but as the president himself said, it's not about theater. it is about problem solving. and they reiterate that people who need to be there, people like jeh johnson, secretary of homeland security, will be there later this very week for the sixth time si

white house, is one more problem we see at the border, back to you. >>> the president scheduled to be in texas mid-week for a fundraiser. the governor there, rick perry, has invited the president to meet him at the border to see the situation there. any response from the white house? >> the big question is -- will president obama make a side trip to the border while he's there for a fundraiser? the white house has not said one way or the other. but they did respond to questions about rick perry's invitation. they said that republicans will be better served. they think focusing their attention on comprehensive immigration reform getting passed, rather than any sort of border invitations, it will be interesting to see, victor and alison, if there's a big political pressure on president obama, if it manages to swell up this week and maybe he might not have an option to not go to the border. but we'll see later in the week when he visits texas. >> we saw that nancy pelosi made a visit to a border station there. we'll see if the president makes a trip. unlikely, but we'll see if it happens. thank you so much. >>> arthur, getting its second downgrade

during that hearing, governor rick perry called it a humanitarian and national security crisis and he wants the whitehouse to step in. abc news reporter has more. >> reporter: as tensions rise over the nation's immigration crisis, texas governor rick perry delivered this message directly to president obama. >> secure this border, mr. president. >> reporter: during a u.s. house field hearing only miles from the mexico border, the government asked that undocumented immigrants flooding into the u.s. be detained and sent back immediately. >> allowing them to remain here will only encourage the next group of individuals. >> reporter: texas is out of room and resources to process the influx. so many undocumented families are being transported to other border states where they're often released. angry residents from new mexico. >> i don't want these people here. >> reporter: to california. >> we can send them to california, why can't we just transport them on the bus to tijuana and send them back across the border? >> we cannot return them to mexico if they are not from mexico. >> reporter: the border patro
