to puerto rico.hose companies either went to the island or singapore or vietnam, or china, or japan. they went to puerto rico. and why congress approved section 936? because puerto rico was suffering in the '70s because of oil crisis. in section 936, that helped puerto rico work out of a recession. 20 years later in 199, they repealed section 936 with a 10-year phase out period that ends in 2006. what happened in 2006? we went into recession again. because we lose that tool. where those companies went? back to the states? the answer is no. they went to singapore. they went to ireland. so congress send those jobs, american jobs to singapore, to ireland, to vietnam, to new zealand. what did, what government did in puerto rico to address that issue. well we lost wealth and government, governors from parties, both parties began to fill the gap with loans. maybe waiting for the economy to rebound. but that doesn't happen. then they began to take loans, to fill the goop and to pay loans. -- fill the gap. b

well, move to puerto rico. you don't have to pay. >> he says the strategy is starving the island of much needed revenue -- leading the economy further into debt. >> 4% corporate tax rates. 100% exemption on all dividends and interest income. 100% exemption on all capital gains. >> so as i tell you - >> that's a pretty good deal. >> yeah, that's a pretty good deal, yeah. that's a pretty good deal, and it is a good deal for them. there's no question. the question is whether it's a good deal for puerto rico, and does it generate any economic development? >> the incentives have attracted some of wall street's wealthiest. >> this is our main lobby bar it's called vanderbuilt court this is fahad ghaffar, a partner at paulson & co., a hedge fund that has purchased this 5-star hotel, and several others. >> and that's our other hotel, la concha. there's a beautiful restaurant right on the beach. there's a big ocean, right over there. >> that's yours too? >> yeah. >> wow. >> and if you go through this gate, you walk righ

remember, puerto rico is a territory. its citizens are u.s. citizens, and we often forget that, particularly as they are now facing economic challenges that are growing worse by the day. and although we just had an opportunity in the omnibus appropriations bill to address puerto rico's fiscal crisis, it appears that congress is going to go home without having done the bare minimum for puerto rico. in the meantime, puerto rico is going to start the new year on the verge of default, as the governor faces the troubling choice of whether paying for essential public services, that he does that or that he makes a billion-dollar debt payment to wall street creditors. public services -- health, fire, police, water, et cetera -- versus paying the bonds that are coming due. now, many of us have been urging our colleagues for months -- senator durbin, senator cantwell -- we've been at this -- senator schumer -- urging our colleagues to meaningfully address this fiscal crisis by providing puerto rico with the same debt restructuring

puerto rico does not have sovereignty.eign right to have laws separate and apart from those of the united states. and so that is why the obama administration has now basically said in the starkest terms we've ever kurt, conversation complete control over the island of puerto rico. any laws on the books, any rights it has, it is only because congress gave it to puerto rico and at any time, congress can take those laws and those rights back and can change them. this is probably the clearest statement any administration has made about the colonial status of puerto rico, which is why garcia padilla decided, ok, well, then i'm going back to the united nations because in 1952 when you establish the commonwealth of puerto rico, you told the u.n. that puerto rico was no longer a colony because you had granted itself government, you had granted its own economy, and so now, basically, what padilla said, either they were lying then or they changed the position now but the united nations days to take a look at this. >> it is definitel

i really like puerto rico. but they a-- as they have helped us in these battles, puerto ricans who live in puerto rico need our help. right now the people of puerto rico are drowning in over $72 billion in debt. this is a sparsely populated territory. i think about 3.5 million people there. they have more debt per capita than any u.s. state. the territory is facing a severe economic and fiscal crisis that's become ago humanitarian crisis. leader pelosi and i fought to include meaningful provisions in the omnibus spending package to assist puerto rico including empowering puerto rico to readjust a significant portion of its debt. unfortunately, the republicans refused to work with us to address puerto rico's massive debt in a meaningful way. instead of seizing the last chance congress has this year to do the right thing for puerto ricans, they turned their back on 3.5 million citizens of the united states who are puerto ricans and live in puerto rico. to be clear, puerto rico doesn't need bailing out of its mass

i bleb that the peopl believe tf puerto rico are not political pawns. while others may wish to engage in political dart-throwing exercises, i am not interested and i believe it is a disservice to the people of puerto rico that deserve our continued efforts. i intend to continue working with anyone who wants to work with me to arrive at tools, support, and assistance that will help the people of puerto rico, not particular politicians or interest groups here or on the island. my goal and the goal of anyone who wants to continue working with me or join me anew is simple: help the people of puerto rico and help get puerto rico on a path to fiscal sustainability, economic growth, and stability, and greater efficiency in government. we can do it, and i'm dedicated to doing it, and we've given them the benefits so they can carry this over until the end of february, maybe even into march, while we try to work on what really is -- should be a really good resolution of these problems. in the meantime, i hope puerto rico will get us their aitded financials. -- th

this morning, congress will be meeting to talk about puerto rico's fiscal crisis. al jazeera's robert ray is live in san juan. how are negotiations looking this morning? good morning, stephanie. i wish there was negotiations. i wish people here, that's what they want and the folks, all the residents, 3.5 million people here are hoping for that, but unfortunately, there hasn't been a whole lot of negotiates. governor garcia padilla will stand in grant of the senate judiciary committee and have plea his statement to the congress there. whether or not they can give them any help, obama and the governor of puerto rico have put out a plan that they think can help puerto rico pay back the debt, but the issue is that congress has to approve that, and unfortunately, there doesn't seem like there's a whole lot of leeway right now. as we know, that debt is due today if they don't pay that off today, then they will go into a default yet again. they went into a default in august. >> they are looking for either some sort of debt restructuring, forgiveness or bailout, robert. ho
