he spent nearly two years in solitary at rikers island. in the op-ed, the president says, "solitary confinement has the potential to lead to devastating, lasting psychological consequence pptz united states say nation of second chances, but the experience of solitary confinement too often undercuts that second chance." we discuss these changes with shaka senghor, who was convicted of second-degree murder and sent to prison at the age of 19 and during parts of his sentence he spent a total of seven years in solitary. he's written a memoir and is with the group cut 50 air, national, bipartisan initiative to reduce the prison population. and maurice chammah of the marshall product, a not-for-profit news agency covering the criminal justice system. one of the critiques here is this is going to affect a very small population in federal prison, compared to the large populations that we have in state prisons. how significant is this impact going to be? >> that's true. it's kind of hard to tell at this moment sort of how widespread it will be. one

he was accused of stealing a backpack and he was held in jail on rikers island in new york for three. he spent two of those years in solitary. his family says caused lasting effects, even after his release including paranoia and panic attacks. last year at the age of 22, khalif took his own life. his story clearly struck a chord with the president. we have to note the new rules for federal prisons would not have kept khalif out of solitary at rikers, which is a city jail, nor will they affect the estimated 70 to 90,000 state inmates held on any given day. joining me is glen martin, president and founder of just leadership usa, professor of english law and african-american studies at duke university and msnbc's own chief legal correspondent. we just noted that it wouldn't have kept khalif out. but obviously the president has control over what he has control over. and so i'm wondering, how impactful this might be for ultimately moving some of those city and state jails and prisons. >> first of all, i think for our president, this is about his values, right? 95% of people who go to pris
