president yee riley: commissioner dooley? commissioner dooley: i agree with commissioner o'brien about adding some language, like "contact the office of small business." i would like to see us put together a brief informational piece that could be put on our website or is in the office that will just refer them to things we may not be familiar with, like yelp, which is extremely effective now. i think we could do that with a fairly minimum amount of effort and with its shows good faith and concern for those really tiny businesses without eliminating the disservice of keeping our streets from becoming a total mess. i had my shot on grant avenue four years. i would come to work, and there would be 500 fliers swirling around on the street front. so, obviously, it is a little odd of control, it would say, "if you would like some other alternatives, we would give you a list." i would like to add that and move this. president yee riley: this question is to the director. this is an existing law that we are trying to change? >> correc

president yee riley: thank you. any comments from commissioners? commissioner dooley? commissioner dooley: i would like to speak a little bit about commissioner clyde, and what i want to talk about is her breadth of knowledge in some a different parts of small business affairs. she is knowledgeable on ada requirements. she is out there in the communities talking about taxation. she always does more than her homework. she is out there all of the time. she engages with the communities. she attends every event that i can imagine. she is there. the fact that pat christenson, who is with the council of district morrison dissed -- district merchants, gave her such a huge recommendation, that she would be recommended by someone who is part of a citywide organization. i know, as i have worked with her on many projects, one of the best things about her if she knows how to listen, and she absorbs what you have to say, whether she may agree or not. i feel like she has always been there to listen to all different people on our

president yee riley: ok. well, our committee, the legislation and policy committee, heard it on the 22nd. but the full commission didn't get a chance to hear it until today. so we did instruct staff and the directors to send a memo to supervisor avalos stating our concerns. so did we get any answer for that? >> we did not get a response to the memo. and i think as alaric has mentioned, that both staff from both departments worked to try to, before it got to the full board of supervisors, to see if we could do an amendment that would wait for, you know -- we were recommending a three-year period to not include the l.b.e.'s but to phase them in at a later date. i think for the legislation and policy committee, what you heard from your presentation was that was said, well, if there's a problem, we can correct it later. i think our concern and alaric has just mentioned that the supervisor's office has said that they're amenable to amend legislation later, but what does that mean to the cost of a small business an

president yee riley: so moved. mr. clerk: commissioners, the meeting is adjourned. president yee riley: thank you. >> in this fabulously beautiful persidio national park and near golden gate and running like a scar is this ugly highway. that was built in 1936 at the same time as the bridge and at that time the presidio was an army and they didn't want civilians on their turf. and the road was built high. >> we need access and you have a 70 year-old facility that's inadequate for today's transportation needs. and in addition to that, you have the problem that it wasn't for site extenders. >> the rating for the high viaduct is a higher rating than that collapsed. and it was sapped quite a while before used and it was rusty before installed. >> a state highway through a federal national park connecting an independently managed bridge to city streets. this is a prescription for complication. >> it became clear unless there was one catalyst organization that took it on as a challenge, it wouldn't happen and we did that and for people to advocate. and the project has a str

president yee riley: commissioner kasselman. commissioner kasselman: i have one last question and it has maybe a few parts. but commercial vehicles, like taxis, i don't know if they actually quality as commercial. they're fees are already very high. >> we considered an exemption for taxis in this phase of the analysis. commissioner kasselman: how about other commercial vehicles that are making deliveries to small mom and pop grocery shops? will they have that $3 fee that they will then pass on to the store who gave you delivery? >> so, again, at this level of analysis, we did consider that, but we also considered that the $6 cap would be a benefit to those types of commercial vehicles. this program is another thing that would help mitigate some of those. some some of the outreach that we have heard, one of the things that have come up is potentially considering a tax benefit or a tax break for local businesses, particularly san francisco businesses or businesses within the zone or within a certain distance of the zone that would

president yee riley: thank you. you just published this report about less than two weeks ago? >> correct. president yee riley: and why are the board of supervisors going to vote to accept a report tomorrow so soon because i just got this over the weekend and then most of the business organizations aren't even aware of this until we inform them. >> it's interesting that people are so not aware of it. it is something that -- even though we have been conducting the study for several months and we have done quite a bit of outreach, the closer you get to a decision-making point, irrespective of what that decision, the more people become involved and it's certainly something that makes sense for more people to get involved. the board is acting on this because the report is ready and we always take our reports to the board simply adopting the report or accepting the report does not constitute an action of any kind. it simply says yes, the report is complete. president yee riley: still it would make sense if you really want input what it would do to the small businesses in the city, we

president yee riley: commissioner clyde. vice president clyde: thank you for the presentation. >> thank you for having me back. vice president clyde: i admire your work in this. it's a big project. just i guess i'll talk about the small business concern because there are several discreet neighborhoods within the northeast cordon which seems to be the preferred option at this moment for further study for different reasons. >> can i clarify one thing there? although it is the best performer, we would recommend all of the scenarios move forward for additional analysis. vice president clyde: that's what you're looking at different analysis of this study of congestion pricing. i'm a big fan of using our existing infrastructure like the tolls or the parking system in order to reduce congestion and reduce trips. i know that you have a discreet time of day entering and leaving. there are people who out of economic necessity will adjust their hours. i mean just out of economic, even at a 50% discount. i have got kind of multiple conc
