redevelopment agency of the city and county of san francisco for the maintenance and management of rincon park by the port, extending the term of the agreement from june 30, 2010, to june 30, 2013. >> thank you, terry avalos. --chair avalos. the proposed resolution looks at need agreement between the port and redevelopment agency. this is to extend the term from july 1, 2010 to july 30, 2013. this agreement was first executed in 2003 to accomplish the park improvements in the ring, park development plans. under the existing agreement, the port is maintained with maintaining the park. the four phones and the land. the cost is approximately $219,000 annually. we are here because this third amendment extends the terms more than 10 years. we agree with the it budget analyst recommendations to provide for retroactive approval and to change the date of the extension. i am here with david to answer any questions you may have. >> mr. rose, if you could share the report. >> the only thing that i would add, as ms. forms indicated, the estimated cost under this amendment are about $190,000 annually.

one of them was el rincon where we did have a shooting in june, and that was on june 19 in the early morning. early morning, there was an incident outside, and an officer was shot in the foot, so we did a 72-hour suspension immediately. the entertainment commission was able to do that on june 19, that same day, at 5:00 p.m., and that went through june 22 at 5:00 p.m.. they voluntarily suspended entertainment for seven days. the next day, jan 23, which took them through june 30, and during that time, we got new information in an attempt to mediate and bring this permit up to current requirements, and so that came to us two days later on july 2. they came in front of the entertainment commission in an open public hearing with the community invited and the police department invited, and the commission imposed 13 new conditions on that permit at that time, and today is the 19th of july. i do not believe they have had any entertainment at all since that time. the other one that has occurred, recently, was a shooting on pier 50, and that happen on sunday morning july 11. at 1:40 in the mor

shooting that started in the parking lot outside the club, and after that, we have seen violence at el rincon. there have been other situations south of market. which leads us to where we are right now. when the entertainment commission was looking into clubs way, the deputy city attorney who was advising them told them that they did not have the powers to permanently revoke the license that club swayed had -- club swayed had, and it took hundreds of attorneys to bring a lawsuit to shut the club down, which i thought was appropriate, but i thought many of us believe was appropriate for the injured to a commission or whatever body is responsible for providing permits to be able to take this permits away, said the legislation that i have drafted helps to remedy this situation by adding two additional grounds for the revocation of place of entertainment permits, extended our permits, and onetime event permits. the first is a public safety ground where the operation of the firm poses a substantial risk of harm or injury to individuals. the second round for revocation would be if a public nuisance
