we're part of the rincon hill plan. we were approved as part of the rincon hill plan which was a man that allows the development of high-rise residential buildings in rincon hill which of course is downtown. it is near transit. it is near jobs. we continue to believe that the rincon hill plan represents excellent planning. we're glad to be a part of it. the ren we're before you today is that we are in the midst of the a -- of a still severe economic recession. part of the consequences of the globaling and national recession, it is not feasible or not possible to finance the construction of the project like 340 fremont street, a 400-foot tower which would be a rental building and has three stories of below grade parking. i'm -- i think the building on develop -- developing at hawthorne street is the last high-rise building to be developed in san francisco. that's 3 1/2 years since we started it. i'm particularee familiar with the particulars of the market and what it takes to fbs the -- finance the building now. my partn

el rincon was issued an administrative citation for violation of their security plan. that happened -- i have a list here somewhere. that happened about a week and a half ago. so once again, they're working toward something. but i'm not quite sure what. but we will keep you apprised of what is going on there. and we're keeping our eye on them. the report for the city supervisors that director cane, deputy director cane told you about, we ended up doubling up your information a little bit. i put in the whole memo and our part of it, just the facts and figures. so if you wanted to read it again, you're welcome to. i'm still working with the city attorney and sfpd on the complaint law out on the mission. i'm working with both departments on that particular complaint. we're moving slowly but i've done one or two site visits and both agencies ask that we visit and we will do so. i put it in my report so we have an idea what i'm spending my time on. met with the city that again, with what jocelyn had talked about, about the noise task force. and just as she had said about it

i personally have been out and tried to meet and sit down with south beach harbor, the rincon hill south cac. we're going to the northern and eastern waterfront advisory committee tomorrow night, and many folks have raised good questions, expressed concerns, but i have also heard a lot of support along the way, and i'm optimistic that you will hear quite a bit of support as well. i want to acknowledge that there is an issue that remains to be resolved. there are several that in particular because we are here and a number of folks have come out today, section one point to d is language that states -- 1.2d is language that states that we can ensure that foreign flag raising knots and spectator boats can go out and be part of the race itself. our intention is to make sure these yachts that are the 72- foot catamaran that will be racing around the bay that will be built all over the world and come here to showcase the world do not have restrictions to be out on the bay racing. additionally, the large spectator vessels, that their owners can go out because it is part of the vision of the team

and then you've got the rincon hill, which is pretty much gone. and then you've got that corridor all the way down to the mission, which is what we call mixed use place. so you've got that. you go down into the inner mission, which is one of the old historic areas of san francisco as well, centered around mission dolores. which was historically, in the 1930, 20th century, a tremendously ethnically mixed area. you had scandinavians, you had lots of germans in that area. people forget about that. then you go into the tenderloin area. when i was growing up in the city, one of the features of the tenderloin was it held mainly couples or single individuals who worked downtown or in the union square area. that's obviously now changed. chris daly: the tenderloin has a bad rap you know in terms of, some people think it's dirty and it's intersection of a lot of social ills. but i see the tenderloin as one of the vibrant neighborhoods in san francisco. in terms of the activity in the tenderloin, the diversity in the tenderloin, the community initiatives and
