so, for rincon hill, the three main plan areas are rincon hill, market octavia and eastern neighborhoods that are getting a lot of impact fee revenue in the next two years. and we'll see a lot of major infrastructure projects. the rincon hill plan area, one of the major infrastructure projects is a new park at 333 harrison. this will be established through an in kind agreement which this commission approved. right now the community is discussing developing a cbd, a community benefits district, that would help finance the maintenance of not just the rincon hill park, but also [speaker not understood] and some of the [speaker not understood] improvements in the area. those are the four rincon hill unique area plan in that the infrastructure projects are very well defined and we have a really clear understanding of which projects, which development projects will move forward. in market octavia the key projects remain the same. the haight street two way will be converting the best for a few blocks from one way to two way and also doing pedestrian improvements. the market octavia we're also a

there were multiple extensions granted in the past and rincon hill it was required to come back every year and they're back before you again for another extension and in regards to public comment the department did receive one letter of opposition from a neighbor that did not support the extension. it is important to know that the project sponsors have a permit on file and recently filed in august revisions to that permit to match the design that you saw earlier, and those permits are currently under review by the planning department. in order for the project to proceed the commission must grant the extension request for another 12 months after the day of the expiration of the last project approval. that would put the next date november 13, 2013. this project does comply with all of the requirements of planning code and the general plan. it is consistent with rincon hill plan and provide significant number of dwelling units to the city and the building permits are up-to-date and under review and the department recommends approval of the extension request. >> thank you. project sponsor

my name is jamie whitaker and i live in the south of market district in the rincon neighborhood. i live in a 43 2 square foot studio the past six years and i can tell you it's challenging to want to spend a lot of time in such a small space. and i find myself at dolores park quite often, golden gate park to get that breathing room that i think all human beings really need to have a healthy physical and mental state. the concern i have, cap or no cap, i just don't believe that that sized unit belongs in an area that isn't an established residential area like south of market. south of market has over 40,000 residents and 40 acres of parks managed publicly, not by cbd but recreation and parks. that's 1/10 of an acre per thousand residents as it stands now managed by recreation and parks. the green envy report produced in 2007 by the former neighborhood parks council has very well detailed. district 3 and district 6 are yearning, aching for more green space. and without that green space, i'm not sure it's humane to have such small units in those spaces. now, maybe along the jay churc

i'm a resident of rincon hill. i'm certainly in favor of san francisco having an arena facility. i submit to you that pier 30-32 is the absolutely wrong location for this project. it took 50 years and a major earthquake to get rid of a monstrosity of the embarcadaro freeway. let's not build another monstrosity on the waterfront. the artist's rendering show the most favorable use of the arena. if you do some simple geography, pick any point on the embarcadaro and see what is going to be blocked out, you'll see anywhere from 24 to 68 degrees of the horizon is going to be completely blocked. likewise, despite mr. wells' protest -- protestations being transparent, telemundo be enclosed. you might as well build it underground. the height will be 140 feet all the way around, completely opposite of the giants ballpark, descends 140 feet. people already talked about the traffic. up to 300 days of the year, events they'll have, even though you say 205 now. you know, i submit to you either force them to make nice with the giants and build it as part of the development that they're doing do

has been a lot of concerns in consternations of residents from our neighborhoods in south beach, rincon hill and mission bay around the speed this process is going. given the timeline that golden state warriors with their lease expiring in oakland in 2017. i understand the reason for the pace of the project but we have of course asked for a balance to be struck, given many of the concerns that residents have around traffic and noise and density, and also how we as a city is going to respond to the increased infrastructure demands with this arena in place. i do want to thank the city and the warriors for agreeing to some kind of slow down to certain level of -- for example, moving oir eir scoping meeting from mid-december not midst of the holidays when residents are with their families and employees and pushing that to mid-january and also requiring that our citizens advisory committee, which was set up to advise both the board of supervisors and the mayor's office on this project, have at least two meetings in their cap meetings to discuss the term sheet before it comes to the full boar
