i am with the rincon hill association. the demolition of the embarcadero freeway made the town not so attractive for residential uses compact -- uses, so we are trying to turn this into a friendly ear area for folks to live and also for office space. -- a friendly area. there is no redevelopment. it is sort of on its own for building an infrastructure. i support this area plan infrastructure program to help do that. in our neighborhood, there are a lot of young professionals, like myself, and most of us live there so we can walk to work. it is very easy with the transit center be in there and also the financial district, the jobs being right there to walk to work -- the transit center being there. and children, there are kids living in the towers, and i assume there will be many more in the future. for them to be able to exercise and build their muscles is very important. the street scape is also important. supervisor kim h

i am the president of the rincon hill neighborhood. -- whitaker. we find ourselves sort of the all stars of traffic congestion. pedestrian safety is the most important concern to the folks living in this neighborhood. we are the most densely populated neighborhood in the city. if all the buildings that are entitled to be built get built -- and it looks like we might see some -- i want to highlight what is coming at us. a 500 housing units planned in the area where i live. there is an additional 85,000 jobs that is created, including these office buildings planned around transbay. we are creating a trend-oriented development in rincon hill but there has not been a single safety developments. we saw some repaving from prop k funds, but there was none. there are thousands of folks who live on the south side of harrison streets that have to cross their everyday. the only appeal of the neighborhood really is to walk. i cannot think of another reason to live in rincon hill. there are no retail or parks. there has been way too much analysis -- analysis pa

largest public works our city has season in many years going on now the private project that 1 rincon hill. huge project. we had 5 or 6 people work on that project thus far. the rebuilding of the academy of science in golden gate park. the rebuilding of our public hospital laguna honda this is on going work with the same contract ors that move successful apprentices from one project to another and keep them working for several years. the construction workers of the future to be the superintendents the construction owners. that's the perfect thing there. that's success.

the ordinance would apply specifically to the tincon -- rincon hill, balboa park, and visitation valley areas. currently, affordable housing that receive support from a city housing agency, would not be subject to developer impact fees. the specific language is the product of coordination with staff from the planning department, the mayor's office of housing, and affordable housing developers. right now, i think planning staff is going to make a quick presentation. thanks. >> steve wortheim, department staff. i worked with supervisor maxwell's office the previous year to develop this legislation. the change is being proposed to remove the planning commission discretion over the waiver. it provides a as a right if it meets the criteria. the affordable housing -- is now would apply to all housing units below 80% of the area median income, as long as those units are subsidized by the san francisco housing authority or redevelopment agency. we are maintaining that these units must be subsidized in a manner -- in a manner which maintains a portability for no less than 55 years. i am happy to

we're also working with the mayor's office on rincon hill on what we expect will be the first one to be able to issue debt again to be able to provide infrastructure improvements and important amenities in that area. that area of town is, i should say, included in many aspects of the infrastructure. we also have been working with the city administrator's office on the lifeline council. a lot of our plan involves seismic preparedness. we know with the recent events how important this is. we continue to prioritize those. if you go to the next slide, there we go. the next slide, we talk about principles. very quickly, we recognize the need in san francisco for infrastructure is so great that we have been addressing and by prioritizing projects, will be based on mandates and then safety. those are the critical issues that we are facing. we're also looking for the timely maintenance so we also use public dollars as wisely as we can. we want to make sure that we are not repaid in the streets -- we are repaving the streets -- before it gets more expensive. so getting to the proposed capital
