this is a busy road most mornings. it is a small country road.is a cut through from west annandale. it is closed off and barricaded today. one vehicle is in the middle of the road surrounded by three-to- four feet of quickly moving flood water from the creek. you can see the movement of the water past the car. you can see that it doesn't take a lot of water to really create a very dangerous situation. it is moving quickly. you can see how quickly that car may have been surrounded. the bridge that crosses the creek is totally submerged in the water. you know, we are lucky they got these folks out. one question, i guess, begs to be answered. was this road barricaded? were there cones up? were there signs up? i do not know whether this driver circumvented the cones and signs. clearly, either way, the answer is they could not get through here. >> they are not getting through. luckily they were rescued. this is greg. he is in northern virginia bringing us the story of the swift-water rescue. maybe it was dark at the time they were in there. if you can

the roads are a mess.one, here's a look at this morning's top stories. a section of northbound i-27 in montgomery county is clear and open this morning. it was closed for five hours yesterday after a charter bus full of kids and parents plunged off a flyover ramp and crashed onto the interstate below. the bus driver was killed, and at least a dozen ople were hurt. the injured are expeed to be okay. we're following a developing story out of pakistan as three peopl will dead fm a nato helicopter strike at a pakistani security post near the afghan border. nato is investigating the incident saying there is no word yet whether the attack is linked to an operation against insurgents in a nearby afghan province. three dead troops were from a paramilitary force assigned to guard the borr. >>> and ceo of johnson & johnson will speak to a congressional committee today, about the recall of children's tylenol this past april. more than 40 varieties were recalled because of concerns over the amount of active ingredient

we are along montrose road overlooking i-270 now. they cleared up all the last remnants of this accident about 1:00 a.m. so if you are driving through this area, you will not see what happened or be affected by road closures anymore but it will be a long time before people for get this terrible accident. let me show you what it looked like last night. it was a limousine-style bus, a mini tour bus. there were 1 people, adults and children, on a tour of the city heading back home. the bus entered a elevated ramp that leads onto northbound 270. somehow, that bus ended up going off the ramp at its highest point and plummeting 40- plus feet to the highway below. there is one person killed. it was the driver of the bus, 66-year-old joseph clabaugh, jr. here is what one witness said as she described the scene. >> actually, the situation looked quite orderly. they had plenty of help. they were being consoled by adults. the firefighters were tending to them. i was surprised. i would expect the children to be much more upset than they were but

, you have regional roads and you have local roads. so for some regional administration has to take care for the locality administration. so this is mainly a guideline that has to support local administrations in their work. and why do local administrations need this? because there is a regional regulation that says that all our local authorities need to have a local mobility plan. i heard this morning about a problem like neighbors complaining when things have to be changed and the whole debate that is coming up then. but i think we have it similar because it's our local mayors who sometimes are hesitating to put into practice -- that's one of the reasons why those cycling routes sometimes get stuck, because you have a regional cycling route, but local authorities, we have 19 in brussels, local authorities do have to give permits for that. there is a lot of criticism on that and i heard my dutch colleague say one hour ago, you can get stuck because at local levels people don't like it, although your regional plan is to be so good. tha
