. >>> let's check in with rob now, rob marciano is in the extreme weather center. good morning, rob. >> good morning. ed mentioned the tidal surge flooding they're seeing across parts of southern louisiana. the inland flooding we learned from irene is a huge concern, if not likely to be the most damage. these are some of the numbers as far as rainfall tallies. parts of new orleans seeing over 10 inches, pascagoula, mississippi, 10 inches of rainfall and jackson, mississippi, seeing 10 inches of rainfall as well. other issues in jackson. a lot of the rain came in last night and there are some -- there's some flooding going on within jackson proper and some evacuations happening as well as the heaviest rain moving to the east of jackson. these highlighted boxes, four of them, where we have a number of radar indicated tornado warnings for eastern and north central mississippi and extreme southeastern mississippi. just to the north of biloxi and gulfport area. all part of a tornado watch in effect for the next few hours, obviously. one of these is a tropical system mov

ok, thank you very much, rob. our next presentation this from our emergency services manager at the department of emergency services. >> i am going to tell you how grants have been going. like the federal government, we have been suffering from the challenges of reduced budget. the two main grants we have coming -- there used to be 62 identified across the nation, which was reduced to 31. state homeland security, that was reduced by 32%. back at the federal level are starting to make their way towards us. i wanted to share with you where we are right now. with the 2008 grants, those are ones we are just closing now. 2009, we're starting to spend a lot more of those funds, as well as 2010. in both cases, the grant cycle is rather interesting. the grant will open, and we have almost a year's time from when we actually put the application we actually put the application in.

you are looking at the men accused of robbing an office depot in oakland last friday. they went into the store, tried to rob employees. that prompted a long stand-off with police. all of the employees did eventually make it out safely. it was later discovered the gun used in the robbery was fake. both of the suspects remain in police custody. >>> in oakland, four teenagers have been arrested for murdering a gardener last may. the victim was working in a yard on 34th avenue in oakland when he was robbed and killed. police say this surveillance video taken from a neighborhood camera helped them arrest the suspects, you see one of them running by there. one of the young men had been bragging about the killing. >>> the man accused of murdering a prominent santa cruz city attorney was in court today. gerald galaway pleaded not guilty to charges of murder, kidnapping and sexual assault of celestial cassman. the attack happened while the two were vacationing in maui. galaway is being held without bail. >>> in san jose, police have a man in custody after a bomb scare. officers

take them back out. >> exactly. >> thanks, rob. >> thank you, rob. >>> now it's your turn to talk backf the day. the question for you this morning, is the postal service obsolete? neither rain nor sleet nor gloom of night -- it's not the post office's official motto but it's how we as a culture have come to see our friendly neighborhood mailman. he or she is always there with birthday cards from grandma or the bill from the telephone company. but that is so almost completely over. the postal service is in big trouble now, not only because it's running a $9 billion deficit, but because the world has changed. the rise of fedex, ups, and e-mail are giving mr. mailman a run for his money. frankly he's losing. the post office delivered 171 billion pieces of mail in 2010. that's a big number but it is down 20% from 2006. that's not the least of its problems. the postal service is also required to deliver mail wherever it's sent no matter what. and by law, it's forced to pay for retiree health costs for the next 75 years. i tell you this because the postal service says it can't make the $5.5
