rob and paula?nditions could exist throughout the state and new orleans for another 24 hours potentially. this storm was not as originally strong or organized as katrina, why is there so much worry about its speed? >> reporter: that's right. it's moving eight miles per hour. the concern is this will continue to dump this torrential rainfall here in new orleans and here in the area. there is enormous concern about flooding in the low-lying areas of louisiana. florida, even when isaac was over the gulf of mexico and moving in, florida, some parts experienced heavy flooding. there is worry here that this will be a very big test for the levees here. it is supposed to continue, rob, to rain all night. we could see 24 hours of nonstop rain. >> wow. and i was reading this it touched land in plaquemines parish 90, 95 miles east of new orleans. the president of the parish said it had blown the roof off of his house and water was just pouring in. what is the damage like where isaac has made landfall? >> repor

>> absolutely, rob.the month of july our employment gauge was level, but the overall indices for the month of july, again, two surveys, rural and non-rural, the down below growth neutral. so what we're expecting from our two surveys going forward is we are going see a slower growth economy. i expect it to approach zero, meaning no job growth and we could see job losses. except we will see job losses for industries that are tightly linked to agriculture. ethanol that is tightly linked and they're fueled by corn. we've already seen corn prices more than double what we had this time last year. >> i don't have a lot of time, but one more question, professor. if we do get rain and snow this coming winter, is this still going to be a crisis that lasts more than 12 or 18 months? >> rob, it looks like it's too late for this year's crop, but also the livestock producers, and we talk about crop insurance. livestock producers don't get crop insurance and congress left and they left the beef producers and livestock

i think we have rob's shot back. let's go back to rob marciano in new orleans. where are you standing exactly? >> reporter: we are at the 17th street canal and little puffs of winds but nothing more than 10 miles per hour at the moment. not enough to knock our shot down but technical glitches here and there. they had more than a technical glitch seven years ago almost to the day when hurricane katrina came ashore here and the water from lake pontchartrain became piling up in the 17th street kanl and that levee burst up on the industrial canal, same thichk and all of that water flooding it for weeks on. they have done a ton of work and behind me is one of the elaborate storm walls and pump stations that they have in place. the army corps of engineers spending billions to beef up the levee systems around the city. over 100 miles worth and canals and pumping situation as well. no evacuations mandatory at this point because they think that these -- this system can hold up to at least a 2, if not a category 3 storm. until the forecasts are ramped up to that height, t
