ktvu rob roth poured owl those documents, so rob what were they doing at the school. >> reporter: in those legal documents, officials call tri city a sham that allowed people from other countries to receive student visas illegally. agents from immigration and customs enforcement walking out of this small university with computers and other potential evidence. and we showed i.c.e. agents raiding this home, a home owned by the head of the university susan su. authorities would only say that the raids were part of a legal investigation. federal prosecutors claim su made millions of the dollars in a scheme to fraud the u.s. government. quote i.c.e.s investigation found that tri-valley is a sham university to provide visas. the university listed the same address in sunny vale for numerous students none of which live there. according to their website, tri- valley is a christian university. our phone calls to susan su have gone unanswered. sue has not been charged criminally but the federal government is looking to seize at least four properties they claim she purchased with the  tuition

rob roth joins us with more on what is happening there. good afternoon, rob. >> reporter: tori, here in this restaurant in chinatown, many asian-americans are inside celebrating. supporters of the city administrator ed lee are about to announce he is to fill out the last year of gavin newsom's final year in office. they say lee has the necessary votes to become interim mayor. lee is on vacation in hong kong but will issue a written statement agreeing to the job. the supporters in the a sian- american community say it took a lot of arm twisting to get lee to say yes. >> i persuaded him that is for the good of the city. he cares deeply, like we all did do, about the city, and he has the experience and the know- how running all of those major departments. so it's just an added perfunctory title. >> reporter: lee had been reluctant to take job because he didn't want to give up his post as city administrator but apparently he's had a clang of heart. now, he would -- change of h eart. he would become the first a sian-american mayor of san francis

rob roth joins us with the latest. >> reporter: hi, tori. we're on 16th near fulsom. you can see the block is closed. police investigators are still on the scene trying to piece together what happened. what we do know that at about 9 :30, several shots were fired. one person was struck by a bullet but is expected to recover. police say two young men had just gotten off a muni bus when they were confronted by three other men. >> it looked like they got off the bus and had confronted the three suspects and then had some type of verbal altercation at that point. >> reporter: shots were fired. one bullet struck the top of the windshield of this honda pilot parked across the street. the owner of the car owns a doughnut shop across from where all of this happened. >> yeah. i scared. i never. i never see people like this before. so scared. >> reporter: there were also bullet holes in the middle door of a closed-down factory across from the doughnut shop. police are looking for three suspects. again, one person injured in a shooting in broad daylight near a busy intersection.

rob roth is telling us about a plan that looks to help. >> reporter: this school has a health clinic right on campus. you can see the reception area and the exam rooms to the back. for the first time, students and families in this school have a place to go, right here. oakland major gene quan helped cut the ribbon in this new clinic. parents say they've been using hospitals. >> i just found out my daughter is in need of glasses and we've just been accepted into the health clinic to where she'll be able to receive a free pair of glasses. >> i think i should use it right now. >> reporter: school officials say about 90% of the 326 students at madison have no private insurance. but their school clinic will be nurses, a dentist and mental health professionals on campus and a doctor on call all from the alameda health department and it isn't just for the students. >> sometimes your mom and dad are very busy. we're hoping that having the clinic here, they'll come and use it, that other people in the neighborhood will. >> reporter: the cost will be paid mostly by med-cal. healthier families

we go live to rob roth with the latest on the federal raids. >> reporter: we are in front of tri valley university. a small college in a pleasanton business paraphernalia. the cool is closed because today federal agents raided school and the home of the school's president. agents from immigration and customs enforcement homeland security carried out computers in boxes from the school. no students were here. a spokeswoman would only way it's part of a ongoing criminal investigation. that investigation also led more than a half dozen federal agents to this home a few mile away in ruby hill a gated community. the owner of the home is listed as susan sue who moved in earlier this month. she also happens to be the founder and president of tri valley university. according to the school's website it's a christian school offering under graduate and graduate degrees in several fields. the motto is let the light shine. comments about the school on the internet are mostly negative, some called it a diploma mill. people say the school opened just a few months ago. >> woman who owned the facility ca
