robert kraft -- full disdisclos, i saw robert kraft. we had a brief conversation, mr. kraft and my children, at an elevator in a hotel. when you heard the news, robert kraft arrested alleged to have solicited prostitutes? >> john, robert kraft is arguably the best known owner in sports. there are a few others out there, too, but he's certainly in the top five, maybe the top three in all u.s. sports. so he has farther to fall than almost anyone. as you well know, he is one of the faces of the new england patriots. they played in ten super bowls, they have won a record six championships under robert kraft. he is so recognizable, he is so well known, and he really represents his franchise the way most owners don't in the sense that he's out front, very visible, and deflategate, very visible in that controversy several years ago. so the potential down side of something like this for robert kraft, john, is even worse than it would be for most people because so many people know exactly who he is. >> to your point, he's an icon in new england for turning what was a losing fra

robert: just as a quick follow-up. there is a bit of history for legislative proposals creating what was once called the space corps. i am wondering whether you think -- and that was favored heavily, as i recall, in the house. i wonder what you think the sentiment is now in the senate for the new proposal. heather: at this point, i think it would be unwise for me to characterize it. nor do we know. the president's proposal has not been transmitted to the congress. i expect we will have numerous discussions and possibly hearings with members of the house and senate. that will take place over the next several months. dan: when it comes to the space corps, you go back to the -- 2017 and the president pushing for a space force. both you and secretary mattis at the time had issues with it, raised issues with it. i recall a letter you sent congress saying if we did this, we may as well basically move for a submarine force as another option. what has happened between then and now? you have said more recently you are in favor

he -- robert mueller has gathered.he report so far from the house and senate intelligence committees, these have been narrow and there has not been much follow-up, so we are just getting the follow-up now it is premature to say there is not anything there. david: we have robert mueller's investigation, we have the investigation in new york, and we have the local prosecutor in manhattan who says he will pursue the possibility of indicting paul manafort, if the president pardons him. that is what bloomberg is reporting today. how can they do that? jessica: the state of new york is an independent sovereign from the federal government, so it has separate authority to pursue charges under the criminal law. so, he became pursue those charges. there are double jeopardy laws that restrict circumstances in which a state prosecutor can pursue the same charges that have already been pursued by the federal government. under the law, as long as it is not the same charge, the same elements as the federal law, there is room to charge
