ktvu's robert handa is live with how the town brought the race to the area. robert? >> reporter: frank, another sprint started. this is the race to get to san jose to set up for stage 3 now that stage 2 ended with a thrilling finish. 130 took part in the second stage of the amgen tour of california. taking off after 11:00 a.m. from san francisco marina green down the coast into pacifica, half half moon bay, into the mountains, 117 miles later. promoters sold the idea of a beautiful coastal ride. there were a couple of minor spills and then a 90-degree turn before the home stretch with peter sagan coming out on top. here is how we saw the battle to the finish line. robert handa following this developing story for us. he joins us live with what he just learned from police. robert? >> reporter: well, heather, san jose police homicide detectives are now on the scene here where a body was recovered a little more than an hour ago near almadan lake in san jose. here's the dive team. they pulled out a male body at 10:44 a.m., about a half-hour after they discovered the body, off blossom road, near where many people live. >> it's scary because we don't have this around in our neighborhood as far as bodies found. but the waterways here are just kind of -- it's beautiful, but, of course, people that are up to no good are gonna use the waterways, you would think. >> reporter: police say the search began yesterday evening when some people called to report their friend missing in this area. this is property of the santa clara water district. and drivers -- divers are still in the water. san jose police say investigators have confirmed the bodzy a male but may not know the cause of death until the coroner's offi

ktvu's robert handa is live with what rescue crews are doing to try to track down and save those whales, robert. >> reporter: julie we're at point pinos near monterey bay at monterey bay. this is where people have reported seeing the whale tangled up in fishing lines today. as we told you at 5:00, it takes special rescuers and equipment to save them. >> reporter: the sighting of two whales tangled is becoming more common right now. scientists say the migrating gray whales and hump back whales are traáfing close -- are traveling close to the coast. yesterday crews rescued a juvenile gray whale. >> this is one of our favorite tools when we're responding to an entanglement. this is a polemtitry buoy. it has a transmitter that we can monitor in a relatively localized area. let's say about a 10 square mile area. and it also has a satellite link transmitter on it that will send data up to a satellite orbiting the planet. >> reporter: once the whales are found. >> these are designed specifically for whale disentanglement. this particular knife is used to let's say this is a rope that's over th

robert handa live in san somewhere -- san jose for the special cause for concern. >> reporter: those police efforts have just started in downtown san jose. as you can see from these posted signs they began restricting traffic just a cup -- just a couple of minutes ago, that means more patrol cars will hit the streets and the enforcement will last through the end of the weekend. extra security are out tonight as people are showing up for cinco de mayo and the release of the q. >> we're really excited about it. >> people who remember the rioting last year say they aren't as excited. this melee took place late at night after celebrations ended. others said they're also worried about recent gang violence. >> my family won't be present, neither will i here just because of how much gang activity and stuff like that is happening down here. >> reporter: city leaders say that's a big reason why more officers will be patrolling. >> any time you have a community event coming up on the hills of increased activity among rival sets, yeah it may spill over into these events but we're well prepared.

ktvu's robert handa is live at the hospital where the man is recovering. >> reporter: doctors say they are pleased with the progress but he will have to stay here for a while before anyone will know how much of a recovery he will make. >> reporter: the doctor says he was monitoring the progress of michael sanchez since he was brought here tuesday night. his facebook shows pictures of a strong young man and his youth is the main reason he survived. as we reported he crashed his truck in san jose on may 8 and somehow ended up in thick brush. the california highway patrol could not find him and stopped searching because the chp says witnesses say they saw the driver walk away. he wasn't found till police linked him to the crash vehicle and discovered him there on the ground. he says he was in a coma and unresponsive but he has improved a lot in the last 48 hours. >> he was on the respirator and it was responsible for his pres operations and now he is breathing spontaneous. >> reporter: he is now sure how he walked away and collapsed. >> he suffered a blow to the head. the nature of the bl

robert handa is here today to tell us why that incident generated so many questions today, robert. >> reporter: well we are at the pond in south san jose where investigators spent the morning and early afternoon searching for a body that they are trying to determine is a homicide victim. they are searching this area for a number of different reasons. it is a sight that many people in the bay area are familiar seeing. the sheriff dive team out early this morning searching a local water way. this time a percolation pond in south san jose. when word spread through the neighborhood saying this was a search for a body people came out knowing not what to think. >> my first thought would be sierra lamar and that just really breaks my heart so i don't know what it is yet. but i hope that it's not her. >> reporter: as we reported on our noon newscast, police told us quickly the body in question was a male possibly an adult. the police department acknowledged it very quickly because they got so many calls asking if it was lamar. they came out and detectives the body with sonar equipment and the

robert handa is live after watching a recuers helping the whales. >> reporter: some can be rescued others head out to the open sea with the dangerous lines attached. it has been an active day, gray whales are migrates north with calfs and visitors are here trying to get a glimpse. >> it's just fun to see the spouts as they're going along. >> reporter: scientists say whales can get tangled up in crab pot lines and fishing gear as they travel along the coast. there were two reported sightings today in monterey bay, a hump back whale tangled in a fishing buoy. >> the gray whale is entangled around the body, maybe around part of the head as well. >> reporter: there had been eight reports of whales getting badly tangled in california this year, three in may. as we reported on may 5. a crew was able to t free a trapped whale and yesterday a rescue team from a mean mammal rescued a juvenile gray whale in bodega bay. >> it took us about 32 hours, we were finally able to cut the gear line. there was one line trailing through its mouth and anchoring it to the floor. >> reporter: the team from noa i

ktvu's robert handa has more on where one lawmaker is rejecting a proposed solution to the problem. >> reporter: well here at foothills college and campuses all over the nation, the academic fate of many students is on the line. in 60 days, some may not be able to afford to go to class. >> reporter: ashley rose is a communications business student at foothills college, already accepted to usf, and waiting for word from santa clara university. as with many students, she has a federal stafford student loan and works part time jobs to pay college expenses, 24-dollars a unit. but keeping the amount at 3% will expire july one, and rates will double to 6%, where the ufc expenses already run about 40,000 a year. >> it is hard to juggle everything and afford it. as a student, you have to figure out how you can do it. and knowing this in the back of your mind that interest rates are doubling, really, really makes students anxious. >> reporter: at foothill college's loan office, others face the same dilemma. >> i have to have three jobs or definitely i'll apply for scholarships, and so i will k
