nbc bay area's robert handa joins us in morgan hill with the details. robert? >> reporter: well, that's right. here at anderson reservoir, it holds a lot of water, but not enough if or when there's another drought. and that makes tomorrow a crucial tipping point for the water district's expansion plans. >> i feel that we need a lot more rain in the next few months. >> reporter: anderson and morgan hills, the south bay's largest reservo reservoir, can hold 90,000 feet of water. visitors we talked to say they know all about today's snowpack measurement and the weather forecast. >> the drought is very serious. things are drying out. you can see the hills are getting brown again. >> i'm keeping my fingers crossed that we'll have more water. >> reporter: so is the santa clara valley water district. in a bold $800 million proposal, the district wants to expand one of the area's smallest, most obscure reservoirs, from 6,000 feet capacity to about 140,000. >> it would be the largest project our water district will have ever tried to do. >> reporter: tomorrow the state

nbc bay area's robert handa is at a san francisco dispensary with the national impact of this local decision. robert? >> reporter: that's right, a lot of people here at this dispensary didn't seem to know about the issue. san francisco is following what appears to be a little-known provision of prop 64 that allows people a second chance to clear their criminal records. but the district attorney says the burden should not be on the people to clear up the conviction or the stigma. once marijuana was legalized, it was quite a rush to buy pot for recreational use. but to clear up a marijuana conviction, a person must petition the court. today the san francisco district attorney says he will dismiss virtually all misdemeanor convictions back to 1975, about 3,000 cases, and review 5,000 felony convictions. he says voters demanded it. >> they're tired of the war on drugs. they do not believe that that was the right path to follow. now it's up to us to make sure we not only implement the letter of the law, but more importantly, we implement the spirit of the law. a lot of people do not know they act

live in san jose, robert handa, "nbc bay area news." >>> police are hunting for killers in north bay tonight after two deadly home invasions and a high-speed chase. investigators say it began with a home invasion in santa rosa around 4:20 this morning when five suspects looking for pot tied up a family and shot and wounded one of the victims. two hours later they hit another santa rosa home on melcon lane, this time killing one of the people inside that home. hours later the suspects' van was spotted in vallejo. the driver took off, ultimately crashing into two other cars. police arrested three people at the scene, but they say two others are still on the run. >> they are armed and dangerous. they shot two people in two different incidents within two hours of each other. so for no apparent reason. >> tonight investigators are still trying to figure out why the suspects chose those specific homes. >>> take a look. an ac transit bus on the lawn of someone's home. this is on ashby avenue in berkley. around 6:30 this morning the bus collided with a car. investigators say the force of tha

robert handa joins us on campus in berkeley with the new demand the students are making. >> reporter:hat's right. this petition from about 75 students, alumni and supporters is adding community pressure on the university to make a decision. some call the emergence of the petition exploitive. others say it's overdue. the controversy over the alleged sexual harassment became public when students and supporters staged a protest last november supporting a complaint made by grad student eva fisher into the behavior of middle east scholar nezar alsayyad. this week a group of supporters turned in a petition demanding he be fired. the professor issued a statement to nbc bay area insisting he had not violated any code of conduct and said the petition inadvertently supports a smear campaign by fisher. >> what we want to see happen is that the committee of faculty members who actually heard the evidence over a period of three days be given the time and the peace to make their own decision. >> reporter: fisher is in canada taking care of her ailing father and told us by phone she did not initiate
