robert honda has more. >> reporter: there are still a lot of questions although police say it is still early to determine who is at fault. it all happened out here on the street park avenue involving a big rig that we're told was apparently backing into this construction site, which shut down shortly after the crash. now the conditions around this site just before the accident are what investigators are focused on. >> reporter: the aerial view from sky ranger shortly after the fatal crash shows what happened. police say around 8:00 a.m., a man driving the pontiac fire bird with a 10-year-old girl in the back seat was heading eastbound on park avenue, where the car crashed into and under the flat bed of a big rig where senior and affordable housing are being built. the man who saw the crash said he saw the big rig being waved onto the street by flaggers, the workers controlling traffic, he said the driver seemed confused, possibly by the sun in his eyes or the flaggers. >> there was no communication from the south end flagger to the north end flagger and the sun was coming up at that ti
