robert nisbet is a spokesperson for the rail delivery group, the umbrella organisation.orthern so terrible? i would disagree it is terrible. there have been challenges and the challenges you have to put in context. there has been under investment, as we heard from one of your guests. there has been delayed infrastructure. the franchise was let on the promise of infrastructure being delivered which did not turn up. it was late or delayed. are the poor service is anything to do with northern, or is it to do with other organisations? where northern has made mistakes it has apologised for those. you have not let me finish all of the context, which is rolling stock which they were expecting at a certain time was also delayed. there has been a problem with industrial relations which has affected sunday travel and overtime payments. those are the contexts. we are northern has been struggling with issues such as driver training they have apologised, but you have to see the context within that. then the positive, and it is good to hear positives, especially about the new rolling

earlier i spoke to robert nisbet — regional director for the rail delivery group about whether rail companiesi wouldn‘t accept that. in effect what happens at the moment is that fare levels are set by the government primarily, half of the tickets are regulated fares so that is 45%, and they set the level and at the moment that is set according to the rpi level of inflation and the rest are set by the railway companies but dependent on how much they pay into government. we have said that we understand that the system is creaking at the seams. there are 55 million different fare combinations in the fare computer which means it is confusing and it allows for these kind of anomalies that split ticketing is taking advantage of, so we welcome this in that it is an innovation and it makes it easier for people to travel on the trains, so that is great, but we think in effect this is applying polyfilla when the entire wall needs plastering and we need to change the fare system in this country. making it easier for passengers to travel is not the same as making it cheaper, and ijust wonder, if you get

joining us now is robert nisbet, a director at the rail delivery group. t enough, will it make a difference? it's a great start, obviously represent the rail industry and any conversation about increasing capacity and connectivity to areas that at the moment are suffering from a lack of that, we welcome. and i think what's important to say is this money isn't about starting a project and finishing it, it's looking at feasibility studies to make sure that any reversal of those so—called beeching cuts provides value for money for the taxpayer. robert, one of the feasibility studies is budgeted at i think £100,000 for the fleetwood route, that's not going to go very far, is it? you have to look at the business case, you have to understand that beeching made the decision back in the 60s to cut in effect a third of services and shutdown 2300 stations because they weren't considered then to be value for money. so all of these cases have to be tested to see if they are value for money for the taxpayer but obviously we consider rail travel to be the greenest form

a little early spoke to robert nisbet who said it is not about throwing good money after bad by workingyou have missed it. it was delayed. we are trying to get these lines back—up and service, it is about working which would be most useful and viable back in service and find out whether people would use them. we know some of the newly popular lines are being used but it is expensive for an used enough, the tick taxpayer subsidies a theatre quite. that's all the business news. now it's time for a look at the weather with louise lear hello. plenty of showers across the uk today, for many, that's meant rain, for some scenes like these and certainly this little chap looks like he's been having a great time in argyle and bute. not such good news, though, for those trying to travel across scotland, potentially with more snowfall to come this evening. showers further south across england and wales, i think will ease off through the evening as this little ridge of high pressure tries to build in scotland, though, in particular the southwest highlands. the showers could mean another five to ten
