let's start with robert rizzo. he is the ring leader, the guy who is making a salary twice what the president is making, he owns a race horse named spend money, has the cadillac, has the million dollars house, he also basically used public money to repay a private debt, but here's what they did. they're charged with misappropriating money, conflict of interest and falsifying records. normally in a standard procedure, a city manager's salary that would be discussed in ab open meeting, be reviewed by the the city attorney and approved by the council in an open meeting, in rizzo's case, that didn't happen. he had a counterfeit contract, he used fraudulent signatures to inflate his salary and the mayor and the city attorney were com polit in this so that didn't happenings there was no performance review. finally the city council had its own little scam going, these guys were billing the city for meetings that didn't happen, or only last the like two minutes and they were pulling down $100,000 for a, quote, part-time gi

. >> reporter: robert rizzo the one time $800,000 a year city manager for bell appeared to be fightingleep when the judge echoed those words. no break on bail from this judge and rizzo and four other defendants today remain behind bars unable to make bail. and now add another controversy to the bell plot. one-time bell police chief randy adams who made $457,000 a year was hired by rizzo even though adams claimed that he was disabled. through his attorney, no comment from adams. but adams, who commuted daily from his home in simi valley to bell according to papers made it very clear that he was disabled because of a bad back and bad knees. and rizzo according to documents was well aware of that and signed off on it anyway and because of adams' salary at bell and that disability agreement, adams, who will make $411,000 a year in an annual pension will now have $205,000 of that money tax- free. is it legal? >> i am acquainted with the former police chief. he was a long-time cheever of glendale. he was not charged because there was no evidence to charge him. >> reporter: that response two
